Ministry of Digital Transformation to Implement Voice AI for 24/7 Hotline and Further Integration into 'Diia'
The Ministry of Digital Transformation of Ukraine, led by Acting Minister Oleksandr Borynkov, has announced the implementation of voice artificial intelligence (AI) for round-the-clock consultations on its hotline. This innovation was unveiled during AI Day, held on Thursday in Kyiv and organized by Forbes Ukraine.
The Ministry of Digital Transformation of Ukraine, under the leadership of Acting Minister Oleksandr Borynkov, has made a significant announcement regarding the introduction of a voice artificial intelligence (AI) system for 24/7 consultations on its hotline. This groundbreaking initiative was presented during AI Day, an event that took place on Thursday in Kyiv, organized by Forbes Ukraine. According to Borynkov, the AI consultant previously operated successfully in a chat format, handling over 90% of user inquiries.
In a message posted on Telegram, Borynkov clarified that the implementation of voice AI is being carried out in collaboration with ElevenLabs, a company specializing in voice AI technologies. This partnership is expected to greatly enhance the quality of service provided to citizens, as the voice AI will be capable of offering real-time consultations, thereby reducing the workload on hotline operators.
One of the primary objectives of this project is the creation of an AI assistant named 'Diia.AI' on the 'Diia' portal, which will be able to communicate with users through voice. Borynkov also announced that soon, Ukrainians will have the opportunity to choose which well-known Ukrainian personality will provide the voice for 'Diia', adding an emotional touch to the project and making it more appealing to users.
Furthermore, Borynkov revealed that a beta version of the 'Diia' service, which will function as an analogue to ChatGPT, will be launched shortly. This service will allow users to ask questions regarding government services. Initially, the functionality will be available in a chat format, with plans to add voice support later, further simplifying access to information for citizens.
The Ministry of Digital Transformation emphasizes that a strategic goal is for Ukraine to rank among the top three countries in the world in terms of AI development by 2030. Key areas of development include transitioning to the concept of an Agentic State, fostering the digital economy, and supporting the technology business and telecommunications sector.
The Ministry is also focusing on creating legislative conditions for the launch of venture funds, which is part of the Diia.City Invest initiative. This initiative is expected to facilitate the formation of up to 10 venture funds in Ukraine, significantly expanding opportunities for startup and innovation development in the country.
Borynkov further noted that the AI strategy is planned to be approved in the second quarter of 2026. This strategy will involve the integration of AI into key sectors such as public administration, defense, economy, healthcare, culture, and education. This reflects the government's ambitious plans for the modernization and digitization of public services.
Additionally, the Ministry of Digital Transformation is actively working on the implementation of AI in the judicial system. Agreements have already been reached with the judicial administration and the Ministry of Internal Affairs that most small administrative cases will be submitted to the courts in digital format and processed by automated systems. This will significantly simplify processes and reduce delays in case reviews.
It is worth noting that recently, the Ministry of Digital Transformation opened a vacancy for a Chief AI Officer, who will lead the WINWIN AI Center of Excellence – a center for the development and integration of AI innovations at the national level. This initiative underscores the importance of AI development in Ukraine and the commitment to creating a competitive environment for innovation.
