New Suspicions Announced in Case of Misappropriation of Trade Union Funds Related to Leisure, Clothing, and Alcohol

The Office of the Prosecutor General of Ukraine is continuing its investigation into a large-scale scheme involving the misappropriation of funds from trade union organizations linked to a gas industry enterprise. Law enforcement officials have uncovered that over 233 million hryvnias were transferred from the company's accounts to the accounts of the United Trade Union Organization between 2022 and 2025.

The Office of the Prosecutor General of Ukraine is actively pursuing an extensive investigation into a significant scheme of misappropriation of funds from trade union organizations associated with a gas sector enterprise. According to reports from Ukrinform, law enforcement authorities have discovered that from 2022 to 2025, more than 233 million hryvnias were transferred from the accounts of the enterprise to the accounts of the United Trade Union Organization.

The funds in question, which were intended for social and labor needs of employees within the gas transportation system, were instead misused for goods and services that did not align with the terms of the collective agreement and were unrelated to the activities of the trade unions. Among the inappropriate expenditures were costs for leisure activities in Bukovel, payments for children's christenings, medical treatments for friends, corporate events, alcohol, clothing, and various other personal expenses.

The investigation has revealed that one of the elements of this scheme involved the deliberate circumvention of procurement procedures, which allowed for the concealment of actual expenditure volumes and effectively eliminated proper financial oversight. To distribute the funds and reduce control, controlled primary trade union organizations were utilized, further complicating the detection of misappropriation.

During the investigation, the amount of identified losses has increased from 14.5 million hryvnias to over 33 million hryvnias. This escalation underscores the seriousness of the situation and the scale of violations that occurred within the activities of the trade union organizations.

Law enforcement officials have also announced suspicions against three additional individuals, including the head of the united trade union organization, who is considered the organizer of this scheme. Currently, he has been informed of the suspicion of organizing the misappropriation of another's property, committed by an organized group on a particularly large scale, under Articles 27, 28, and 191 of the Criminal Code of Ukraine.

Furthermore, five other members of the organized group have been notified of their suspicion of misappropriating another's property, also committed as part of an organized group and on a particularly large scale, in accordance with Articles 27, 28, and 191 of the Criminal Code. This indicates that the scheme was well-organized and involved several individuals acting in concert.

Charges against three individuals who were previously notified of their suspicions have been amended to include accusations of committing a crime as part of an organized group. This suggests that law enforcement is actively working on the case and is striving to establish all details and participants involved in this crime.

The pre-trial investigation is ongoing, and law enforcement continues to identify all individuals involved and the final amount of damages incurred. As reported by Ukrinform, in December 2025, three heads of trade union organizations from the Lviv, Transcarpathian, and Ivano-Frankivsk regions of one gas industry enterprise were informed of their suspicion in the misappropriation of over 14.5 million hryvnias for leisure activities, christenings, and alcohol.

This case has sparked significant public resonance as it underscores the importance of transparency and accountability in the activities of trade union organizations, which are supposed to protect the interests of workers rather than misuse funds for personal needs.
