Positive Dynamics in Mobilization Noted by Ukraine's Presidential Office

In a recent interview, Deputy Head of the Office of the President of Ukraine, Brigadier General Pavlo Palisa, highlighted a positive trend in mobilization and recruitment efforts over the past ten months, contrasting significantly with the previous year.

Brigadier General Pavlo Palisa, the Deputy Head of the Office of the President of Ukraine, recently shared insights in an interview with "RBK-Ukraine" regarding the encouraging developments in mobilization and recruitment within the country. Over the past ten months, Ukraine has witnessed substantial improvements in these areas, a stark contrast to the much more challenging circumstances faced in the previous year.

Palisa emphasized that the situation concerning mobilization has greatly improved, allowing the Defense Forces to operate with increased confidence. He stated, "For the past ten months, we have seen a significantly better situation regarding mobilization and a positive dynamic that enables the Defense Forces to feel better than last year." This statement reflects a growing sense of optimism within the military ranks.

Moreover, Palisa pointed out that certain operational gaps that previously existed in the mobilization process have been addressed. He attributed these advancements to the dedicated efforts of a team focused on enhancing the recruitment system. "While much work has been accomplished, there is still more to be done," Palisa noted, underscoring the ongoing need for reforms in this critical area.

In his interview, Palisa also responded to questions about the potential lowering of the age threshold for mobilization below 25 years, as well as changes to exit rules for men aged 18 to 23. He clarified that these issues are currently not under consideration, indicating that the government does not plan to alter the existing mobilization regulations at this time.

It is worth mentioning that earlier, Ukraine's Minister of Defense Mykhailo Fedorov had also commented on changes in the mobilization process. He indicated that the Ministry of Defense team is working on new approaches regarding voluntary departure from military service and various aspects related to the service of assault troops and infantry, including service terms and financial compensation.

Additionally, Kyrylo Budanov, the head of the Office of the President of Ukraine, emphasized the importance of human capital for the army in his remarks. He pointed out that the war has been ongoing for 12.5 years, with more than four years of full-scale invasion. "People are watching television and browsing the Internet, Telegram, and so on—they are not particularly eager to go fight. There is a minimal plan in place: a minimum number of people must be mobilized to support the front," Budanov stated. He highlighted the disconnect between the current reality and the need for mobilization, asserting that if people are unwilling to enlist, they will have to be conscripted.
