The ship repair plant belonging to the Russian Black Sea Fleet has reportedly ceased operations, as reported by the Telegram channel 'Crimean Wind', which relays information from Ukrinform.

The ship repair plant, which is owned by the Russian Black Sea Fleet, has stopped functioning, according to a report from the Telegram channel 'Crimean Wind', relayed by Ukrinform. This facility has been inactive since last year and, according to sources, is facing significant debts and is on the brink of bankruptcy. The plant's director has already been prosecuted for embezzlement, highlighting serious financial issues and managerial abuses within the enterprise.

Historically, the 13th ship repair plant was responsible for the maintenance and servicing of military ships, submarines, boats, and other vessels of the Russian Black Sea Fleet. However, following a second strike on the submarine 'Rostov-on-Don', which had been moved here from the dry dock of Sevmorzavod after being hit by Storm Shadow missiles, repair work began to gradually decline. This incident dealt a severe blow to the facility, which was already experiencing difficulties.

In the autumn of 2025, the territory of the ship repair plant was used to dismantle the Ukrainian large landing ship 'Kostyantyn Olshansky'. This indicates that the plant is not only failing to perform its primary functions but is also engaged in the disassembly of enemy equipment, which undoubtedly reflects its critical state.

It is noteworthy that the submarine B-237 'Rostov-on-Don', which was under repair at the 13th ship repair plant in Kilen Bay in August 2024, was attempted to be concealed under camouflage nets. Alongside it, a wooden mock-up was placed, indicating efforts by the Russian military to hide the true state of affairs at the plant and the fleet as a whole.

According to some reports, after a second strike on August 2, 2024, the submarine sank, and its current whereabouts remain unknown. This further underscores the seriousness of the situation facing the Black Sea Fleet and its ability to conduct military operations amid contemporary threats.
