According to Kharchenko, prior to the beginning of 2026, the occupation authorities for social protection provided veterans of the coal sector with a certain amount of subsidy each year to meet their needs for solid fuel. However, these benefits were regulated by internal regulatory acts that became invalid upon the completion of the so-called 'transition period.' This means that veterans can no longer rely on financial support from the occupation administration.

Kharchenko also clarified that, in accordance with Russian legislation, such benefits for veterans of the coal industry are not provided. This decision has sparked outrage among pensioners who have worked for many years in the coal industry and had hoped for support from the authorities, even under conditions of occupation.

The situation in Luhansk is further complicated by the intensification of forced mobilization by Russian military forces. Local residents report an increase in instances where men are drafted into the army without prior warning.
