Russian Forces Attack Kyiv Cardboard and Paper Mill

On April 3, 2023, the military forces of the aggressor state, Russia, carried out an attack on the Kyiv Cardboard and Paper Mill situated in Obukhiv, Kyiv region, utilizing drones known as 'shakheds.' This information was disclosed by the enterprise that suffered the strike.

According to an official statement from the mill, due to the security situation and the necessity to address the aftermath of the attack, the production process at the facility has been temporarily suspended. This decision was made to ensure the safety of employees and to preserve production capabilities.

The Kyiv Cardboard and Paper Mill specializes in the production of consumer goods essential for the civilian population. It is important to note that the mill has no connection to military infrastructure, defense complex facilities, or military contracts. "An attack on such facilities is an assault on civilian industry and the provision of basic household needs for ordinary Ukrainians," the enterprise stated in its announcement.

The management of the mill emphasized that the forced halt in production jeopardizes the stable supply of goods that are used daily in thousands of Ukrainian households. Specifically, this includes the uninterrupted production of recognizable paper products like the classic 'Obukhiv 65,' the 'Divo' product line, as well as other sanitary-hygienic products and corrugated packaging.

This incident is not isolated. Earlier, on March 14, 2023, the Kyiv Cardboard and Paper Mill had already suffered a large-scale missile attack from Russia, which resulted in damage to industrial and administrative buildings, production facilities, and engineering communications. These attacks indicate a targeted destruction of civilian infrastructure, raising concerns among the population and experts.

It is noteworthy that the volume of commodity production at the Kyiv Cardboard and Paper Mill increased by 4.9% in 2025 compared to 2024, amounting to 8.379 billion UAH. Although the mill slightly reduced the production of corrugated boxes in physical terms to 227.1 million square meters in 2025, this figure still remains the best in the industry. The production of cardboard decreased by 0.7% to 155,000 tons, while the production of base paper for sanitary-hygienic products increased by 1.7% to 49,200 tons. At the same time, the output of toilet paper rolls decreased by 2.4% to 265.2 million units.

The Kyiv Cardboard and Paper Mill is one of the largest enterprises in Eastern Europe for the production of full-cycle cardboard and paper products. The key enterprise of this group is the Kyiv Cardboard and Paper Mill, which has a cardboard production capacity of 240,000 tons per year and a corrugated packaging plant with a capacity of 355 million square meters. Additionally, the mill is involved in the production of base paper and finished products with an annual output of 70,000 tons of base paper.

It is also important to mention that the mill is part of the Austrian group Pulp Mill Holding, underscoring its significance not only for Ukraine but also for the international cardboard and paper product market.
