Politico Reveals Details of 12-Point Agreement Signed by Hungary and Russia
According to information obtained by Politico, a 12-point agreement was signed by Hungary's Foreign Minister Peter Szijjarto and Russia's Health Minister Mikhail Murashko following their meeting in Moscow in December. This agreement outlines key areas of cooperation between the two countries, particularly in critical sectors such as nuclear fuel, education, and sports.
According to information obtained by Politico, a 12-point agreement was signed by Hungary's Foreign Minister Peter Szijjarto and Russia's Health Minister Mikhail Murashko following their meeting in Moscow in December. This agreement outlines key areas of cooperation between the two countries, particularly in critical sectors such as nuclear fuel, education, and sports.
During the meeting held on December 9, 2025, in the Russian capital, the parties discussed current issues of bilateral trade and economic cooperation. They also touched upon joint activities in the fields of energy, industry, healthcare, agriculture, construction, and other sectors of mutual interest. In addition, the ministers emphasized the importance of developing long-term, mutually beneficial ties between Hungary and Russia in areas of common interest.
When asked by journalists about the content of the agreement and its possible implications for Hungary's political course, Peter Szijjarto stated that "Hungary's bilateral cooperation is determined by national interests, not by pressure from biased liberal mainstream media." He also urged journalists to continue their "biased work," pointing out that Hungary has the right to make independent choices in foreign policy.
The Russian Ministry of Foreign Affairs, for its part, did not provide comments in response to the publication's inquiry regarding this agreement. Among the key points agreed upon in the plan is the commitment to "change the negative dynamics of bilateral trade," which has arisen due to European Union sanctions against Russia imposed in response to Moscow's aggression in Ukraine. The agreement also opens new opportunities for Russian companies to implement projects in the fields of electricity and hydrogen energy in Hungary, as well as fosters closer cooperation in the areas of oil, gas, and nuclear fuel.
According to the text of the agreement, the Hungarian side agreed to consider enhancing the teaching of the Russian language in Hungary by involving teachers from Russia. It also provides for the expansion of mutual recognition of qualifications and the initiation of exchange programs for postgraduates. The Hungarian government expressed support for ongoing exchange programs in various fields, from sports to circus arts, despite ongoing accusations against Moscow of using cultural events to spread its narratives about the war in Ukraine and legitimize its regime.
Furthermore, both parties supported the idea of an action plan for 2026-2027 regarding joint cooperation in the field of sports. One of the documents also states that closer ties with Russia should not "contradict Hungary's obligations arising from its membership in the European Union." As previously reported, Hungary's Foreign Minister Peter Szijjarto confirmed that he regularly communicates with his Russian counterpart Sergey Lavrov during closed EU meetings dedicated to foreign affairs.
This agreement has sparked widespread resonance in international circles, as it indicates the continuation of cooperation between Hungary and Russia despite the tensions in relations between Moscow and the West. It also underscores how countries can seek new opportunities for collaboration even in challenging political conditions.
