Gambling Organizers Contributed ₴17 Billion in Taxes to the Budget Last Year

The State Agency 'PlayCity' has revealed that gambling organizers paid an impressive ₴17 billion in taxes to the national budget in 2022, highlighting the growing significance of the legal gambling market in Ukraine.

The State Agency 'PlayCity' has published information indicating that in 2022, gambling organizers contributed a remarkable ₴17 billion in taxes to the state budget. This data was shared on the agency's official Telegram channel, underscoring the increasing role of the legal gambling market in Ukraine.

'PlayCity' was established a year ago, replacing the dissolved Gambling Regulation Commission (KRAIL). During this time, the new structure has revitalized the licensing process for gambling organizers and lottery operators. As a result of these efforts, the budget received over ₴1.7 billion from gambling licenses and more than ₴72 million from lottery operator licenses, reflecting positive changes in the regulation of this sector.

In addition, participants in the gambling market paid a total of ₴17 billion in taxes, marking a significant contribution to the national budget. These funds can be utilized for financing social programs and infrastructure development in Ukraine.

In 2025, 'PlayCity' actively engaged in combating the illegal gambling market. During this period, over 3,500 illegal websites were blocked, and more than 500 social media accounts that unlawfully promoted gambling were removed. The agency also imposed fines on 16 bloggers and media outlets that violated legislation by advertising gambling without the necessary licenses.

As part of the fight against gambling addiction, the Ministry of Digital Transformation has introduced a series of new initiatives. Among these are financial and time limits on play, principles of responsible gaming, new business requirements for monitoring player behavior, and the option for self-restriction through the organizer. This allows for support to be provided to individuals who exhibit gambling addiction, as well as ensuring a convenient mechanism for restricting access to gambling on websites.

In collaboration with the Ministry of Defense, the Ministry of Digital Transformation has developed a mechanism to restrict military personnel's participation in gambling. Currently, public discussions are underway regarding the relevant regulation aimed at protecting servicemen from the negative consequences of gambling.

Furthermore, the first phase of the State Online Monitoring System (DOSM) has been launched, which is currently operating in testing mode. The first operator has already connected to the system, and the process of connecting other companies is ongoing. This innovation aims to ensure transparency and control in the gambling sector.

Plans for 2026 include further improvements to the legislation regulating gambling. The relevant ministry has already prepared three draft laws concerning amendments to the Tax Code, the Gambling Law, and the Lottery Law. These documents are currently under public discussion, indicating active community involvement in shaping policy in this area.

It is worth noting that the State Agency 'PlayCity' plans to launch the State Online Monitoring System (DOSM) into industrial operation, and businesses have six months to join this system. This will be an important step towards the legalization and regulation of gambling in Ukraine.
