NSPS: Discussion on Construction Cost Assessment and Systematic Price Monitoring in Dnipro

A recent working meeting in Dnipro gathered representatives from the National Union of Project Affairs, including President Viktor Leshchynskyi, to discuss mechanisms for implementing Cabinet of Ministers Resolution No. 1512 and to develop approaches for establishing a unified pricing system in the construction industry.

In Dnipro, a working meeting recently took place, bringing together representatives from the National Union of Project Affairs, notably the organization's president, Doctor of Law Viktor Leshchynskyi, alongside experts and members from the project environment. The primary goal of the meeting was to discuss the mechanisms for implementing the provisions of Cabinet of Ministers Resolution No. 1512, as well as to develop approaches for forming a unified pricing system in the construction sector.

Viktor Leshchynskyi, who led the meeting at the invitation of local colleagues, emphasized that practical advancements already exist in the region regarding the analysis of construction material prices. However, participants identified the next stage as scaling these advancements to a national level and unifying approaches to pricing.

The main objective of the meeting was to develop practical mechanisms for applying the regulatory framework concerning budget calculations. Participants focused on creating tools that would ensure the validity of project costs and compliance with current legislation requirements.

Among the participants were leading expert Boris Hozman, head of Modern Analytical Solutions LLC Konstantin Kovalenko, and Serhii Singer, director of Interregional Construction Expertise LLC. The presented advancements formed the basis for creating a systematic market analysis tool aimed at improving pricing processes.

Viktor Leshchynskyi noted that currently, clients and contractors face a significant challenge—the absence of a unified mechanism for working with prices in accordance with regulatory requirements. "Without an automated data processing system and the involvement of professional experts, it is impossible to form justified decisions that will be acceptable to government bodies and ensure the speed and relevance of information," he stated.

A separate block of discussion was dedicated to the relationships between clients and designers, particularly in the context of budget clients. Participants highlighted practical limitations that arise during the formation of budgets and the approval of project solutions. Serhii Singer emphasized, "We already have working advancements, but their effectiveness depends on scaling. The task is to create a tool that will operate at the national level with unified rules and approaches."

During the discussion, attention was also drawn to the quality of initial data and its impact on the final results of the expertise. Expert Snezhana Vladimirova from Proexp LLC stressed that for the expert community, access to information is not only crucial but also its reliability and relevance. "The quality of budget decisions and the level of trust in project documentation as a whole depend on this," she noted.

The proposed approach involves the implementation of an automated price analysis system with the involvement of specialized professionals. This tool is expected to ensure rapid data processing and the formation of justified conclusions for practical application in the industry.

As a result of the meeting, participants agreed on further coordination of work. A working module is planned to be prepared by the end of the month, with subsequent presentation for the professional community, indicating an active commitment to improving processes in the construction sector.
