NACP Approves Anti-Corruption Program for State Border Guard Service for Next Three Years
The National Agency for Corruption Prevention (NACP) has approved the Anti-Corruption Program for the State Border Guard Service of Ukraine (SBGS) for the period from 2026 to 2028, as announced via the SBGS's Telegram channel.
The State Border Guard Service of Ukraine (SBGS) has announced that the National Agency for Corruption Prevention (NACP) has approved its Anti-Corruption Program for the next three years, covering the period from 2026 to 2028. This significant document, ratified by an order from the SBGS Administration on March 4, 2026, under number 56, aims to ensure the proper functioning and development of the corruption prevention system while minimizing 16 key corruption risks that arise in operational and service activities.
According to the SBGS's announcement, the program consists of five strategic goals, 13 priority tasks, and 108 specific measures. Among these measures are the implementation of new information technologies and remote photo and video documentation. Additionally, the program plans to enhance the protection of official information and anti-corruption management in accordance with international standards. A crucial element of the program also includes conducting certified courses and utilizing combined training methods for personnel.
It is important to recall that on January 22, 2026, former SBGS head Serhiy Deyneko received a notice of suspicion from the National Anti-Corruption Bureau of Ukraine (NABU). The Specialized Anti-Corruption Prosecutor's Office and NABU uncovered systematic bribery among top officials of the State Border Guard Service, which caused significant public outcry.
On January 30, the High Anti-Corruption Court ruled to impose a preventive measure in the form of a 10 million hryvnia bail for former SBGS head Deyneko. Additionally, the head of the SBGS checkpoint department was assigned a preventive measure of a 2 million hryvnia bail. Both suspects were given a number of procedural obligations, indicating the seriousness of the situation.
On February 4, 2026, it became known that a bail of 10 million hryvnias had been posted for Deyneko, allowing him to be released. However, on February 6, the State Border Guard Service of Ukraine officially stated that Lieutenant General Deyneko had been dismissed from military service and denied rumors about his potential departure abroad.
It is noteworthy that on March 3, 2026, the SBGS reported that Deyneko had been mobilized into the military and now heads the Third Border Detachment named after Hero of Ukraine Colonel Yevhen Pikus. This indicates that despite his legal troubles, Deyneko continues to fulfill his duties in a new capacity.
Lieutenant General Serhiy Deyneko led the State Border Guard Service of Ukraine from 2019 to 2026, and his tenure in this position has sparked considerable debate and controversy, particularly regarding the fight against corruption within law enforcement agencies.
