Ministry of Culture Establishes Expert Council on State Information Policy Formation

The Ministry of Culture of Ukraine has announced the creation of an expert council aimed at enhancing the effectiveness of state information policy in response to contemporary challenges and needs.

The Ministry of Culture of Ukraine, according to information provided by Ukrinform, has officially announced the establishment of an expert council that will serve as a permanent advisory body. The primary goal of this council is to prepare recommendations and proposals related to state information policy. This initiative is designed to improve the effectiveness of state policy in the information sphere, taking into account current challenges and societal needs.

Nataliya Movshovich has been appointed as the head of the newly created expert council. She serves as the Deputy Minister of Culture for European Integration. Her deputy is Hanna Krasnostup, the Director of the Department of Strategic Communications and Promotion of Ukrainian Culture. The council's secretary is Olha Chupis, the head of the Department of Information and Cultural Reintegration within the same department.

The expert council also includes representatives from various fields who possess experience and knowledge in information policy matters. This diverse composition will ensure a wide range of opinions and approaches in formulating recommendations and proposals for the state.

The relevant order to create the expert council was adopted on April 6, based on the regulations of the Ministry of Culture, which were approved by the Cabinet of Ministers of Ukraine on October 16, 2019, No. 885, taking into account the amendments made. This underscores the importance and legitimacy of the new body within the structure of state governance.

According to the order, the main tasks of the expert council include preparing proposals and recommendations, as well as identifying paths, mechanisms, and methods for addressing problematic issues that may arise during the implementation of state policy in the information sphere. Additionally, the council is expected to promote the formation of effective policies that respond to modern challenges and societal needs.

The expert council will also focus on disseminating best international practices and establishing cooperation with other government bodies, non-governmental organizations, and the expert community to share experiences in the information sphere. This will facilitate a more integrated approach to shaping information policy in Ukraine.

Proposals and recommendations developed by the expert council will be adopted through open voting among the members present at the meeting. In the event of a tie, the vote of the chairperson will be decisive. This ensures transparency and democracy in the decision-making process.

The expert council will operate on a voluntary basis, and its decisions will be of an advisory nature. This means that while the council's decisions are not mandatory for implementation, they can significantly influence the formation of state information policy in Ukraine.

It is worth noting that earlier, the Ministry of Culture of Ukraine and the Office of the President announced the launch of a program to support cultural initiatives called 'Thousand Springs.' This program aims to support and develop cultural projects in Ukraine, further indicating the activation of state policy in the fields of culture and information.
