Klychko Orders Review of Public Transport Fare Rates in Kyiv

Kyiv Mayor Vitaliy Klychko, known for his proactive stance on urban development issues, has issued a directive to relevant departments to reassess the fare rates for public transport. This decision comes in response to economic changes that have impacted service costs in the capital. It is noteworthy that public transport fares in Kyiv have remained the lowest in Ukraine since 2018, raising concerns among city officials.

In his statement, Klychko emphasized, "Upon the request of the relevant departments of the Kyiv City State Administration and the trade unions of the city's transport enterprises, I have instructed the departments of economics and transport to prepare calculations based on economic justification for reviewing the fare rates for public transport in the capital." This reflects a serious approach to the matter, as the cost of travel must align with economic realities.

The mayor highlighted that rising prices for fuel, electricity, consumables, and logistics are forcing the city authorities to reconsider fare rates. "The increase in fuel prices and other consumables compels us to bring the cost of travel closer to economically justified levels," Klychko explained. He also noted that the Kyiv City Council would need to redistribute certain budget items to find the necessary funds to ensure transport services.

Klychko stressed the importance of transport subsidies, which this year amount to 12 billion UAH. "These subsidies are critically important for the functioning of Kyiv's transport system," he underscored. However, the mayor also expressed concern that the state has not compensated the city for the free travel of privileged passengers as stipulated by legislation for many years. "These funds (hundreds of millions of UAH annually) also come from Kyiv's budget," Klychko pointed out, highlighting the serious financial challenges facing the capital.

Furthermore, the Kyiv mayor believes that reducing the "colossal" transport subsidy will allow, among other things, to redirect some of these funds towards preparations for the upcoming heating season. This issue is particularly relevant in light of rising energy resource costs and the need to ensure comfortable living conditions for the capital's residents. Klychko called on all stakeholders to engage in constructive dialogue regarding budget optimization and the stability of transport services in Kyiv.
