Kim Jong Un No Longer Has a Pressing Need for Negotiations with the U.S. Just for Sanction Relief, Expert Says
Natalia Butyrska, a senior analyst at the New Europe Center, has shared insights on Kim Jong Un's shifting stance regarding negotiations with the United States, indicating a significant change in priorities for the North Korean regime.
In a recent analysis, Natalia Butyrska, an associate senior analyst at the New Europe Center, expressed her views on the evolving position of North Korean leader Kim Jong Un in the context of negotiations with the United States. She noted that meeting with the U.S. President has been a dream not only for Kim Jong Un himself but also for his grandfather and father, both of whom sought direct negotiations with the American side. However, despite failing to achieve his primary goal of sanction relief during the summit with Donald Trump on June 12, 2018, in Singapore, Kim Jong Un's approach to dialogue with the U.S. has undergone significant changes.
The failure at the negotiations was a serious blow for Pyongyang, leading to the enshrining of North Korea's nuclear status in the country's constitution as unchangeable. From this point forward, the issue of denuclearization is no longer on the table for negotiations, indicating a shift in the regime's priorities. Butyrska emphasized that given the current political landscape, Kim Jong Un no longer has an acute need to negotiate with the U.S. solely to achieve sanction relief.
The expert also pointed out that the ongoing Russo-Ukrainian war has presented a significant opportunity for North Korea. Access to Russian resources has allowed Kim Jong Un to restart the military-industrial base, modernize the army, and establish a long-term interaction with Russia through arms exports. This suggests that Kim Jong Un is no longer as dependent on the U.S. as he once was, as the sanctions imposed on the country are not functioning at a level that could critically impact the regime's operations.
According to U.S. intelligence, North Korea's foreign currency earnings have reached their highest level since the imposition of extensive sanctions in 2018, which were enacted due to the country's development of prohibited weapons programs. This increase in revenue is attributed to cyber theft and arms sales to Russia, highlighting new opportunities for Pyongyang in the context of international politics.
Thus, utilizing the new resources and opportunities that are emerging, Kim Jong Un can continue to pursue his ambitions without the necessity of depending on the United States.
