Ukrainian Cabinet Allocates 87.2% of Reserve Fund for Urgent Needs

The Cabinet of Ministers of Ukraine has taken significant steps to address the country's urgent financial needs, utilizing an impressive 87.2% of the state budget's reserve fund within the first three months of 2026.

The Cabinet of Ministers of Ukraine continues its active efforts to finance the urgent needs of the state, having spent an astonishing 87.2% of the reserve fund of the state budget in the first three months of 2026. As of March 30, 2026, over 47.5 billion hryvnias have been allocated from the reserve fund to cover expenses related to the negative consequences of the full-scale military aggression of the Russian Federation against Ukraine. This information was reported by the Ministry of Finance of Ukraine.

The total volume of the reserve fund for 2026 amounts to 54.5 billion hryvnias, highlighting the significant burden placed on the state budget due to the ongoing war. The Ministry of Finance emphasized that the reserve fund is utilized for financing critically important, unforeseen, or urgent expenses, particularly in the areas of security, infrastructure recovery, and ensuring the country's viability. As of March 30, cash expenditures from the reserve fund stood at 10.29 billion hryvnias.

Among the key expenditure areas from the reserve fund, the protection of critical infrastructure stands out, with 22 billion hryvnias allocated for this purpose. These funds are intended for systematic prevention of emergencies of a technogenic nature, including strengthening the protection of energy, transport, and communal infrastructure. Ensuring the stable operation of railway transport has also become a priority, with 16 billion hryvnias allocated by the end of 2026 for the implementation of an experimental state order project to compensate for passenger transportation.

Additionally, 3 billion hryvnias have been directed towards the emergency restoration of roads. These funds are being used for current repairs and operational maintenance of high-traffic roads, particularly in frontline regions, which is critically important for ensuring the safety and mobility of the population. Another 2.56 billion hryvnias have been allocated to enhance energy resilience, which includes the procurement of mobile generation units for communities.

An important area of expenditure is the restoration of transport connections in southern Ukraine, for which 0.72 billion hryvnias have been allocated. These funds are aimed at ensuring stable transport connections in the Odessa region, which were temporarily halted due to attacks on critical facilities. Financing for the construction of a temporary bridge in the area of the Yampil-Koseuts crossing point has also been planned.

Support for workers in critical infrastructure has not gone unnoticed, with 0.25 billion hryvnias allocated for this purpose, which will provide assistance to energy workers, utility providers, and railway employees. Furthermore, 0.006 billion hryvnias have been directed towards strengthening defense capabilities, which is an important step for bolstering defense in border regions.

It is worth noting that the Ministry of Finance has not disclosed details regarding an additional 3 billion hryvnias that have also been allocated from the reserve fund. Earlier, the news agency Bloomberg, citing data from Ukrainian and foreign officials, reported that Ukraine has financial resources to cover defense expenditures only until June 2026, underscoring the urgency and importance of effective utilization of the reserve fund.
