Court Upholds Sentence for Former Head of Ukraine's State Fiscal Service, Roman Nasirov, Who Has Nearly 5 Years Left to Serve
The Appellate Chamber of the High Anti-Corruption Court of Ukraine has confirmed the six-year prison sentence for Roman Nasirov, the former head of the State Fiscal Service, who has nearly five years remaining to serve.
The Appellate Chamber of the High Anti-Corruption Court of Ukraine (HACC) has issued a ruling that upholds the conviction of Roman Nasirov, the former head of the State Fiscal Service of Ukraine (SFS). The court maintained the punishment of six years of imprisonment, which was imposed for abuse of power. According to the court's decision, Nasirov has nearly five years left to serve in prison.
As reported by the Specialized Anti-Corruption Prosecutor's Office (SAP) via its Telegram channel, the ruling was announced on April 2, 2026. The court found Nasirov guilty of committing a crime under part 2 of Article 364 of the Criminal Code of Ukraine, which pertains to abuse of power. The sentence also includes a fine of 17,000 hryvnias and a three-year ban on holding positions in government and local self-government bodies.
The SAP clarified that the court partially satisfied the defense's appeals, modifying the sentence by excluding the testimony of one witness. Additionally, the court counted Nasirov's time spent in pre-trial detention, which allowed for a reduction in the total time he has left to serve.
According to information provided by the Interfax-Ukraine agency, taking into account the time spent in pre-trial detention, Nasirov has approximately five years remaining to serve. "In other respects, the ruling of the HACC dated October 31, 2025, remains unchanged," the SAP stated.
The court also confirmed the decision regarding the former head of the SFS department, who was found not guilty under part 5 of Article 27 and part 2 of Article 364 of the Criminal Code of Ukraine due to insufficient evidence of guilt. This decision was also left unchanged.
The ruling of the Appellate Chamber of the HACC takes legal effect from the moment it is announced. However, it can be appealed in cassation directly to the Supreme Court within three months.
It is worth noting that Roman Nasirov was accused of abusing his official position alongside former SFS department head Volodymyr Novikov. He was charged under part 2 of Article 364 of the Criminal Code of Ukraine, which addresses abuse of power that results in severe consequences.
According to the case materials, during 2015-2016, Nasirov, acting in the interests of a member of the VIII convocation of the Ukrainian Parliament, personally made a series of unjustified and illegal decisions regarding the deferral of tax debts and obligations for companies such as LLC "Firm 'Khas'," LLC "Karpatnadrainvest," and LLC "Nadra Geocenter."
These decisions were made in violation of the legally established procedure, as they lacked proper justification and legal grounds. As a result, the state budget missed out on mandatory payments amounting to over 2 billion hryvnias, which dealt a serious financial blow to the country.
