The Ukrainian Main Intelligence Directorate ( HUR ) and the Security Service of Ukraine (SBU) have identified Russian military personnel allegedly responsible for a missile strike on the Faktor-Druk printing complex in Kharkiv, authorities said Wednesday.
The May 23, 2024 attack killed seven civilians and wounded nine others when Russian forces struck the facility with missiles, according to investigators.

Ukraine’s intelligence said it helped identify those involved, while the investigation was carried out by the SBU in cooperation with the Office of the Prosecutor General of Ukraine.
Authorities said four senior Russian officers were directly involved in the strike. Col. Gen. Alexey Kim allegedly approved the attack, while Col. Sergey Monetyov gathered intelligence and proposed adding the civilian site to the list of targets. Vice Adm. Alexander Peshkov was responsible for planning the strike, and Lt. Gen. Andrey Tsyganov gave the direct order to launch the missiles.
All suspects have been notified in absentia of suspicion under Ukraine’s criminal code on war crimes charges.
Investigators also said the attack was carried out using three S-300 missiles launched by personnel from a specialized tactical missile group formed within Russia’s 568th anti-aircraft missile regiment, part of the 76th Air Defense Division of the 14th Air and Air Defense Army under Russia’s Central Military District.
