Increase in Attacks on Military Personnel of TCC and SP: 600 Incidents Over Two Years of War

Since the onset of the full-scale war in Ukraine on February 24, 2022, there have been 611 recorded attacks on military personnel of the Territorial Centers for Recruitment and Social Support (TCC and SP) while they were performing their duties. This alarming statistic was reported by the National Police in a statement to Interfax-Ukraine on Tuesday, April 7.

Since the onset of the full-scale war in Ukraine on February 24, 2022, there have been 611 recorded attacks on military personnel of the Territorial Centers for Recruitment and Social Support (TCC and SP) while they were performing their duties. This alarming statistic was reported by the National Police in a statement to Interfax-Ukraine on Tuesday, April 7.

According to the National Police, three TCC employees have lost their lives as a result of these attacks. The highest number of incidents has been recorded in the Kharkiv region, where 68 attacks occurred. In Kyiv, there were 53 attacks, while the Dnipropetrovsk region reported 44 incidents. These figures highlight the serious threat faced by military personnel fulfilling their duties in wartime conditions.

The police noted that the number of attacks on TCC representatives has been increasing each year. In 2022, only five such incidents were recorded; this number rose to 38 in 2023, 118 in 2024, and reached 341 in 2025. Furthermore, since the beginning of 2026, over 100 cases of resistance against TCC personnel have already been documented, indicating an escalation of violence.

In the past week alone, three attacks on TCC military personnel in Ukraine had severe consequences. On April 6, the Kharkiv regional TCC and SP reported that during a notification event for military conscripts, a civilian attacked military personnel, inflicting a stab wound on one of them. This incident sparked outrage among military and law enforcement officials.

On April 4, the Vinnytsia regional TCC and SP reported that two military personnel sustained stab wounds as a result of an attack. This incident also prompted increased security measures during the performance of duties by military personnel.

On April 2, in Lviv, a 52-year-old TCC serviceman was killed due to a stab wound to the neck. This tragic incident underscores the dangers faced by military personnel in wartime and raises concerns within society.

In February, Ukraine's Minister of Defense Mykhailo Fedorov stated that work is ongoing on a comprehensive reform of mobilization in Ukraine aimed at improving the situation in this area. However, given the rise in attacks on military personnel, issues of security and the protection of their rights remain pressing and require urgent resolution.
