Zhytomyroblenergo Establishes Air Defense Group – OVA Head Bunechko

The distribution system operator, Zhytomyroblenergo, has formed an air defense group in response to a decision by the Ukrainian Cabinet of Ministers to involve enterprises in the state air defense system, announced Vitaliy Bunechko, head of the Zhytomyr Regional Military Administration.

The distribution system operator, JSC Zhytomyroblenergo, has taken a significant step in bolstering regional security by establishing an air defense group. This initiative aligns with the recent decision made by the Cabinet of Ministers of Ukraine to engage enterprises in the national air defense system. Vitaliy Bunechko, the head of the Zhytomyr Regional Military Administration, shared this development on his Facebook page on Thursday.

Bunechko highlighted that air defense groups are already operational in the Zhytomyr region, formed with the participation of businesses, particularly those involved in critical infrastructure. He noted that the newly created group at Zhytomyroblenergo is actively engaged in combat duty and is tasked with protecting the skies over the region. This initiative exemplifies the responsible stance of businesses amid wartime conditions, working alongside defense forces to safeguard critical infrastructure.

On March 2, the Ukrainian Cabinet of Ministers authorized the provision of additional weapons to critical infrastructure enterprises to enhance their air defense capabilities. Prime Minister Yulia Svyrydenko remarked that the government had amended the experimental project for involving enterprises in the state air defense system, which was initially approved in November 2025. The amendments allow critical infrastructure enterprises, regardless of ownership, to establish air defense groups. Furthermore, qualification requirements for the composition of these groups have been introduced, ensuring personnel undergo training and certification at institutions designated by the Ministry of Defense.

Additionally, the order for inventory, storage, accounting, and use of air defense assets and ammunition has been updated. The command of the Air Forces of the Armed Forces of Ukraine (AFU) will also have the authority to temporarily transfer air defense assets and weapons that are currently not in use by combat units to enterprises, based on individual decisions for each enterprise. In instances where ammunition is utilized, replenishment will occur through a simplified procedure based on an act of actual expenses.

This move by Zhytomyroblenergo is part of a broader strategy to enhance the resilience of Ukraine's critical infrastructure against aerial threats, particularly in light of ongoing military conflicts. The collaboration between the government and private sector entities is seen as a vital component in strengthening the nation's defense capabilities.

As the situation continues to evolve, the establishment of air defense groups within critical infrastructure enterprises is expected to play a crucial role in ensuring the safety and security of vital services and facilities.
