On September 14, during his speech at the Congress of Local and Regional Authorities held in Uzhhorod, Ukrainian President Volodymyr Zelensky stressed the importance of preparing for the next winter. The head of state noted that although winter has passed, relaxation is not an option, as readiness for new cold conditions remains a priority for the country.

Zelensky highlighted, "We have passed through winter. What can I say, we probably cannot relax. We need to prepare for the next winter. This is a priority for us today." These words served as a call to action for all regions of Ukraine, which must be prepared for potential challenges related to energy security and winter conditions.

The president also expressed gratitude to all regions that have already prepared resilience plans and secured them. He emphasized the importance of local authorities actively collaborating with state officials and parliamentarians to achieve maximum effectiveness in preparing for winter conditions.

"I think you have been communicating with our officials today, you have been in touch with our parliamentarians. I even heard it was quite loud. That’s normal," Zelensky added, addressing the Congress participants. This comment indicates that active discussion among different branches of government is crucial for addressing pressing issues.

An important aspect of the president's speech was the announcement of significant upcoming decisions. He noted that a project in the Middle East has the potential to strengthen Ukraine in terms of energy security. This aspect is critically important, as the energy independence of the country is a guarantee of its stability and development.

Additionally, Zelensky urged communities to focus on protecting people, emphasizing the importance of social responsibility and readiness for possible emergencies. "We need to prepare in any case and restore our energy capacity, whenever the war ends," he stated, underscoring that regardless of the circumstances, the country must be prepared for any challenges.

This presidential address served as an important signal for all levels of government that preparation for winter should not be postponed. In light of the ongoing threats to Ukraine's energy security, it is vital for all communities and authorities to work together to ensure the safety and well-being of citizens.
