Launch of the Mobile Application 'Transparent Construction' for Commissioning Facilities
The Head of the State Architectural and Construction Inspection (DIAM) announced the launch of the mobile application 'Transparent Construction,' which has been available to all state architectural and construction control bodies in Ukraine since April 1, 2023. This initiative follows the adoption of a relevant resolution by the Cabinet of Ministers that established new rules for commissioning facilities.
The Head of the State Architectural and Construction Inspection (DIAM) has officially announced the launch of the mobile application 'Transparent Construction.' This app became accessible to all state architectural and construction control authorities across Ukraine starting April 1, 2023. This significant development is the result of a resolution passed by the Cabinet of Ministers, which delineated new regulations for the commissioning of construction projects.
This innovative application introduces unified digital and transparent standards for the acceptance of facilities into operation in every community across Ukraine. Notably, the app not only simplifies the procedure but also aims to minimize corruption risks and abuses that often accompany this process. It is not merely a convenient digital service; it is a tool that has the potential to fundamentally alter the rules of the game in the construction sector.
The process of commissioning a facility has traditionally been viewed as a breeding ground for corruption. Firstly, the certificate issued at the conclusion of this process is a key document that finalizes construction and transforms a project into a completed building or structure. Without this certificate, the facility has no future, as it cannot be put into operation. Secondly, during the issuance of this certificate, officials directly interact with clients and contractors, creating conditions for possible 'collusion' and manipulations.
This, in turn, gives rise to additional risks: the commissioning of substandard facilities, as certain issues may be overlooked, or the complete blockage of a fully completed project based on fabricated grounds. Therefore, the new application 'Transparent Construction' aims not only to streamline the procedure but also to ensure transparency and accountability in the construction sector, which is critically needed in the current climate.
Considering these factors, the launch of this mobile application could represent a vital step in the fight against corruption in Ukraine. With unified standards and the digitization of the process, there is hope that it will reduce the risks of abuses and enhance the quality of facilities being commissioned. This, in turn, will improve the overall situation in the construction industry and increase public trust in government institutions.
Thus, the new application 'Transparent Construction' may serve not only as a tool for simplifying administrative procedures but also as an important step towards reforming the system of state control in the construction sector in Ukraine.
