Procurement of Military Transport to Be Simplified - Svyrydenko
Ukrainian Prime Minister Yulia Svyrydenko announced significant changes to the procurement process for military transport vehicles, aimed at streamlining operations and enhancing efficiency.
Ukrainian Prime Minister Yulia Svyrydenko has revealed crucial updates regarding the procurement process for military units, emphasizing the government's commitment to improving logistics for the armed forces. This announcement was made via the social media platform Telegram, as reported by the information agency Ukrinform.
Svyrydenko highlighted that the government has granted the State Defense Enterprise (DOTE) the status of a centralized procurement organization. This new designation empowers DOTE to independently engage with suppliers, define equipment requirements, and verify compliance with those standards.
Under the new regulations, military personnel will find it easier to procure pickups, motorcycles, ATVs, and buggies. All of this equipment will be accessible through the Prozorro Market platform, significantly simplifying the procurement process.
“Now, military personnel no longer need to navigate complex procedures on their own. They simply select the equipment from the catalog, and the system will suggest verified suppliers. This will expedite purchases and reduce risks,” Svyrydenko explained, emphasizing the advantages of this reform.
Additionally, the Prime Minister noted that the list of items available for procurement is set to expand, allowing military units to acquire even more essential equipment.
Ukraine's Minister of Defense Mykhailo Fedorov also commented on this initiative on his Facebook page. He clarified that the new status enables DOTE to manage the electronic catalog of Prozorro Market and effectively take on the interaction with the market, as well as part of the bureaucracy that previously complicated the procurement process.
Fedorov pointed out that the primary focus will be on procuring pickups, as this category of transport is one of the most critical for frontline operations. This reflects the military's need for modern and effective transportation to carry out combat missions.
According to the new rules, the agency will be responsible for key stages of procurement, including conducting market consultations, forming and standardizing technical requirements, establishing qualification criteria, as well as selecting and verifying suppliers.
It is important to note that during the procurement of defense products, DOTE will not select a single supplier but will distribute orders among several participants if more than two acceptable proposals are received. This approach is designed to foster competition and enhance the quality of supply.
