"European Solidarity" Advocates for Swift Adoption of "Kachka-Kos Plan" Legislation – Poroshenko
The European Solidarity faction in Ukraine's Parliament has expressed its readiness to vote for legislation developed under the so-called "Kachka-Kos Plan," emphasizing the urgency of its adoption for Ukraine's Euro-integration course.
The European Solidarity faction in the Verkhovna Rada of Ukraine has announced its willingness to vote in favor of legislative proposals that were crafted as part of the so-called "Kachka-Kos Plan." According to the party leader and Member of Parliament Petro Poroshenko, these legislative initiatives are crucial for Ukraine's Euro-integration trajectory, and their adoption should occur as swiftly as possible. This statement was made during Poroshenko's address in the Verkhovna Rada, where he highlighted that four months have passed since the plan was agreed upon, yet the parliament has made no progress in its implementation.
“Four months ago, the government of Ukraine and the European Commission agreed on the so-called 'Kachka-Kos Plan.' There were ten steps that the parliament was supposed to take. How many steps have been taken in these months? Zero. This is the parliament's responsibility. How many items are on the agenda today, for tomorrow? Zero. We cannot continue to operate in this manner,” Poroshenko stated, emphasizing the importance of promptly adopting these legislative initiatives.
Poroshenko also articulated the European Solidarity faction's demand for an urgent vote on legislation concerning the prohibition of the Telegram social network, as well as the establishment of a temporary investigative commission to address issues related to road infrastructure. He underscored the significance of these initiatives for improving the situation in the country.
“I want to emphasize that the 'European Solidarity' faction will vote for those legislative proposals in which we participated. We finally had meetings with government representatives. The Speaker of the Verkhovna Rada met with us. And where our proposals were taken into account, including the military tax, the votes of 'European Solidarity' will support this,” he added, highlighting the faction's readiness for collaboration.
The leader of European Solidarity also stressed that the parliament should prioritize matters related to strengthening the Armed Forces of Ukraine and fulfilling the obligations necessary for Ukraine's accession to the European Union. “Ukraine has acquired candidate country status, a status earned by the sacrifices of Mariupol and Bucha and the heroism of the Armed Forces. The parliament must be adequate to seize this narrow window of opportunity to realize these possibilities,” Poroshenko emphasized.
It is worth noting that Ukraine needs to undertake a series of measures to implement anti-corruption policies and ensure the rule of law as part of the accession process to the European Union by 2026. This includes adopting comprehensive amendments to the Criminal Procedure Code and other legislation, strengthening the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP), rebooting the State Bureau of Investigations (DBR), appointing judges to the Constitutional Court and members of the High Council of Justice, and adopting an Anti-Corruption Strategy and State Anti-Corruption Program. These issues were raised in a joint statement by EU Commissioner for Neighborhood and Enlargement Olivér Várhelyi and Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, published on the website of the EU Delegation in Ukraine in December 2025.
Furthermore, it has become known that Ukraine has informally received from the European Union a list of benchmarks (accession criteria) for the last three out of six negotiation clusters regarding EU membership. This indicates that the process of Ukraine's Euro-integration continues, and the country must meet a series of requirements to achieve its goals.
