Uncovering a Scheme for Smuggling Dozens of Men Abroad Through the 'Shlyakh' System

Border guards at the separate checkpoint 'Kyiv' have successfully dismantled an organized crime group involved in the illegal smuggling of men abroad, operating under the guise of the 'Shlyakh' system during a state of war.

In a significant operation, border guards from the separate checkpoint 'Kyiv', in collaboration with an inter-agency group, have successfully uncovered and halted the activities of an organized crime group that was engaged in the illegal smuggling of men out of Ukraine. This scheme was reportedly functioning under the conditions of martial law, using the 'Shlyakh' system as a cover to circumvent the restrictions imposed by the state.

According to information provided by the State Border Guard Service of Ukraine and the Kyiv Regional Prosecutor's Office, the investigation revealed that the organizers of this criminal scheme had established a mechanism for men to exit the country, allowing them to evade legal restrictions. It has been confirmed that 26 individuals have already been documented as having utilized this scheme for illegal exit from Ukraine.

As part of the criminal proceedings, law enforcement agencies conducted 10 searches in the Kyiv and Cherkasy regions, targeting the residences of the suspects and their vehicles. The results of these searches were striking: law enforcement officials seized over $18,000 and 58,000 hryvnias, as well as stamps of fictitious individual entrepreneurs (IEs), computer equipment, and other evidence indicating illegal activities.

Currently, three individuals have been formally charged with committing a crime, while six other suspects have been summoned for questioning to provide testimony. Investigative actions are ongoing, and law enforcement is actively working to establish the full scope of individuals involved in this criminal scheme.

This situation underscores the importance of law enforcement efforts in combating illegal migration and other crimes related to circumventing legislation, especially during a state of war when the country faces numerous challenges. Authorities are urging citizens to be cautious and not to fall for offers that may lead to serious legal consequences.
