Ukrainian Military Simplifies Procedure for Writing Off Destroyed Assets

The Ukrainian Cabinet of Ministers has approved new amendments to the methodology for determining the residual value of assets belonging to the Armed Forces and other military formations, significantly easing the process of writing off property destroyed in combat.

The Cabinet of Ministers of Ukraine has enacted new amendments to the methodology for determining the residual value of assets belonging to the Armed Forces of Ukraine and other military formations, as initiated by the Ministry of Defense of Ukraine. According to a statement from the Ministry of Defense's press service, these changes, formalized in resolution No. 759 dated May 29, 1998, will greatly simplify the procedure for writing off property that has been destroyed or irreparably damaged during combat operations.

Under the new requirements, military personnel will no longer need to prepare a technical condition report for property that has sustained damage as a result of combat. This change means that military officials will save time previously spent on documentation that was once mandatory. Specifically, the depreciation of such property will automatically be considered at 100%, eliminating the need for additional calculations. Furthermore, the value of the property will be fixed without any reduction, regardless of the duration of its use, which will also streamline the write-off process.

The Ministry of Defense's press service also noted that the procedure for indexing the value has been clarified, and a separate regulation has been established for the depreciation coefficient for unmanned ground robotic complexes (UGRCs). Previously, there were no clear rules for these types of equipment, complicating their accounting and write-off.

It is important to note that the previous procedure for writing off military property was quite complex. Military personnel had to prepare technical condition reports and separately calculate the depreciation for each unit of destroyed or damaged property. This process consumed a significant amount of time and distracted personnel from performing their primary duties.

The simplification of the procedure, according to representatives of the Ministry of Defense, will free up personnel involved in the accounting and write-off of property to focus on their designated tasks. This will also reduce the bureaucratic burden on units, which will undoubtedly have a positive impact on the effectiveness of military operations.

As a reminder, on September 17, 2025, the Ministry of Defense of Ukraine approved changes that simplify the procedures for writing off military property and the staffing of unmanned aerial vehicles and systems. These steps are part of a broader strategy to optimize the operations of military formations in the face of modern challenges.
