New Safety Regulations for Railway Transport to Take Effect in Ukraine from May
Starting in May 2022, new safety regulations for railway transport in Ukraine will come into effect, as approved by the Cabinet of Ministers on January 26, 2022. These changes are a significant step toward aligning Ukrainian legislation with European Union standards.
Beginning in May 2022, Ukraine will implement new safety regulations for railway transport, following the approval of a resolution by the Cabinet of Ministers on January 26, 2022. According to a report by Ukrinform, referencing the Ministry of Community and Territorial Development, these changes represent a crucial advancement in adapting Ukrainian legislation to the standards of the European Union.
The Ministry emphasizes that this decision is part of a broader state policy aimed at enhancing the safety of transportation, strengthening trust in conformity assessment procedures, and boosting the competitiveness of the Ukrainian railway sector. "The implementation of these changes will contribute to the improvement of transportation safety, reinforce trust in conformity assessment procedures, and enhance the competitiveness of the Ukrainian railway sector," the statement reads.
It is important to note that the new regulations clearly define which products are subject to conformity assessment, the specific procedures involved, and the requirements for organizations conducting such assessments. The preparation for the implementation of these changes has been ongoing for over four years. During the transition period, the Ministry of Economy appointed eight organizations capable of assessing product compliance with the requirements of the new regulations.
One reason for the delay in launching certain provisions was that previously, some procedures operated within the framework of the Agreement on Coordinating Bodies of Railway Transport of the Commonwealth of Independent States. Following Ukraine's exit from this agreement, there arose a necessity to establish its own national procedures, which, according to ministry representatives, marked an important phase in the development of railway transport in Ukraine.
The updated regulations stipulate certification not only for products but also for manufacturing processes, modernization, and repair of rolling stock, as well as its components and infrastructure elements. This shifts the approach to quality and safety management from formal compliance confirmation to a systematic provision of safety throughout all stages of the product life cycle. Thus, the new rules aim to elevate the overall safety level of railway transport in Ukraine.
Additionally, it is noteworthy that the government has also approved a new euro-integration technical regulation concerning the design of wheeled vehicles, such as cars, buses, motorcycles, trailers, and semi-trailers. These changes are part of a broader strategy for Ukraine's integration into the European space and the enhancement of safety standards in the transport sector.
Overall, the new safety regulations for railway transport represent a significant step towards the modernization and improvement of Ukraine's railway infrastructure. They will not only increase the safety level of transportation but also contribute to the development of the competitiveness of the Ukrainian railway sector on the international stage.
