Suspicion of $6.8 Million Fraud Discovered in Ukraine's Gas Sector

On Friday, April 6, Ukrainian law enforcement agencies announced the discovery of a fraud scheme involving the state gas company, which has caused losses amounting to 295 million hryvnias, equivalent to $6.8 million. According to the Security Service of Ukraine (SBU), former leaders of the state company 'Ukrgasvydobuvannya' and associated businessmen orchestrated a scheme that inflated the costs of materials used for gas extraction.

On April 6, 2023, Ukrainian law enforcement officials revealed that they have uncovered a significant fraud scheme linked to the state gas company, 'Ukrgasvydobuvannya', which has led to substantial financial losses for the state, amounting to 295 million hryvnias, roughly equivalent to $6.8 million. This alarming revelation was made public by the Security Service of Ukraine (SBU), which stated that former executives of the state-owned company, along with associated businessmen, organized a scheme that involved inflating the prices of materials necessary for gas extraction.

Reports indicate that an employee of 'Ukrgasvydobuvannya' and the head of a supply company have been accused of embezzling funds. This fraudulent scheme was uncovered during a joint operation conducted by the SBU, the Bureau of Economic Security (BEB), and the General Prosecutor's Office of Ukraine. Authorities are currently working to identify other participants involved in this criminal enterprise.

The scheme reportedly involved controlled companies submitting coordinated bids to create the illusion of fair competition while ensuring that a predetermined company would win the contracts. 'Fictitious companies purchased materials necessary for gas extraction at real market prices. These goods were then repeatedly 'resold' from one company to another,' stated Prosecutor General Ruslan Kravchenko.

According to the Prosecutor General, these transactions artificially inflated the final price of the product by two to three times before it was sold to the state company. Data from the BEB indicates that the price difference obtained from these transactions subsequently ended up in the pockets of the scheme's organizers.

'Ukrgasvydobuvannya' is the largest producer of natural gas in Ukraine and a subsidiary of the state energy group 'Naftogaz'. This situation highlights serious issues within Ukraine's gas infrastructure, which faced unprecedented levels of aerial attacks from Russia last year as Moscow sought to dismantle Ukraine's energy network.

Moreover, Ukraine's energy sector has come under intensified scrutiny following a major corruption scandal involving high-ranking officials and individuals close to President Volodymyr Zelensky, which was uncovered in November 2025. This scandal sparked significant public outcry and has become a topic of discussion at all levels of Ukrainian society.
