The Permanent Missions of Latvia and Germany to the United Nations co-hosted an informal briefing with the Institute for the Study of War on how Russia’s war against Ukraine is testing the international rules-based order. Around 70 ambassadors, military advisers, experts and journalists took part in the discussion ahead of Monday’s UN Security Council meeting on Ukraine.
On Tuesday, Ukraine appealed to the Security Council to convene over intensified Russian shelling and mounting civilian casualties. Ukraine’s Permanent Representative to the UN, Andrii Melnyk, submitted the request, saying Russian forces continue to systematically target civilians and critical infrastructure with missiles and strike drones. Over the past two weeks alone, Russia has launched more than 3,600 attack UAVs, nearly 1,350 guided aerial bombs, and more than 40 missiles, killing at least 70 civilians, according to Ukrinform.

A strike on Dnipro on Tuesday alone killed five civilians and seriously injured 27 others, Kyiv said, describing the attacks as grave breaches of international humanitarian law and the UN Charter.
Overnight between April 15 and 16, Russia launched another large-scale barrage involving hundreds of drones and dozens of missiles targeting cities including Kyiv, Odesa and Dnipro. Ukrainian authorities said the attack killed at least 18 people, including a child, and injured more than 100 others.

President Volodymyr Zelensky warned Russia may seek to draw Belarus into its war in Ukraine, citing military activity near the Ukrainian border amid new conscription measures in Minsk.
Melnyk also said the Kremlin was trying to portray itself as a peacemaker while continuing its attacks. The so-called Easter truce announced by Russian President Vladimir Putin for just a day and a half “turned out to be nothing more than a bluff within hours,” he said, with more than 2,000 ceasefire violations recorded.
He added that Russian forces continued shelling over the Easter holidays and committed new war crimes, including the shooting of four Ukrainian prisoners of war in the Kharkiv region and the killing of an evacuation team in the Zaporizhzhia region.
Expected briefers at Monday’s Security Council meeting include UN Assistant Secretary-General for the Middle East, Asia and the Pacific Mohamed Khaled Khiari and Assistant Secretary-General for Humanitarian Affairs Joyce Msuya, according to Security Council Report. Ukraine and several regional countries are also expected to participate.
