Ukrainian Distribution Networks Appoint New Supervisory Board
Ukrainian distribution networks have announced a new supervisory board comprising state representatives and independent experts, marking a significant step in the management of the country's energy assets.
According to the information agency Ukrinform, the official website of Ukrainian Distribution Networks (UDN) has unveiled the new composition of its supervisory board, which includes representatives from the government as well as independent experts. This decision is seen as a crucial advancement in the governance of the nation's energy assets.
Among the state representatives on the new supervisory board is Serhiy Karpenko, who serves as the chairman of the supervisory board of the Public Joint Stock Company 'Export Credit Agency.' Another notable member is Viktor Polishchuk, who holds the position of Deputy Head of the State Statistics Service. These professionals bring substantial experience in their respective fields, which will undoubtedly have a positive impact on the efficiency of UDN's management.
Additionally, the supervisory board includes independent members. Noteworthy among them are Ihor Burak, a project engineer at 'Odesagrogaz' LLC, Yaroslav Dykovitsky, Deputy Director for Economics and Finance at the State Enterprise 'Marine Oil Terminal 'Pivdenny,' and Serhiy Savchuk, Director of Investments and Business Development at Vitagro Group, who previously held the position of Head of the State Agency for Energy Efficiency.
This new composition of the supervisory board is the result of a series of changes that have occurred in the management of state energy companies. It is known that on December 3, 2025, the Cabinet of Ministers of Ukraine initiated the urgent termination of the powers of the supervisory boards of several state energy companies, including Ukrainian Distribution Networks. Just nine days later, on December 12, the Ministry of Energy of Ukraine officially terminated the powers of the UDN supervisory board, marking an important phase in the reform of energy asset management.
It is worth recalling that in November 2022, the Ukrainian government made the decision to establish the joint-stock company 'Ukrainian Distribution Networks,' with 100% of its shares owned by the state. This company was created to manage the corporate rights of the state in regional energy companies. As part of this process, state share packages of distribution system operators were transferred to UDN, including 'Kharkivoblenergo' (65%), 'Zaporizhzhiaoblenergo' (60.2%), 'Ternopiloblenergo' (50.9%), 'Sumyoblenergo' (25%), 'Cherkasyoblenergo' (46%), and 99.6% of the 'Ukrainian Energy Saving Service Company,' which owns 25% of 'Cherkasyoblenergo.' The assets also included 'DTEK Odesa Electric Networks' (25%), 'Mykolaivoblenergo' (70%), and 'Khmelnytskyioblenergo' (70%).
These changes in the management of energy assets reflect the government's commitment to enhancing efficiency and transparency in the energy sector, which is crucial for ensuring the stability of energy supply in Ukraine.
