Ukraine Announces First Participants in Chornomorsk Port Concession

In Ukraine, active negotiations have commenced concerning the concession of the Chornomorsk port, which represents a vital step in the restoration of the country's infrastructure. The tender commission has approved several Ukrainian and international companies to participate in the tender for the concession of the First and Container Terminals of Chornomorsk port, according to information provided by the Ministry of Community and Territorial Development of Ukraine.

At this stage, the competition is transitioning into a dialogue phase, where government representatives and companies are discussing technical solutions, investment approaches, and risk management to clarify the final project model. This is a crucial phase, as concessions grant private operators the right to utilize state infrastructure. The tender winner will have the opportunity to manage and modernize state assets for a period of 40 years under the concession agreement.

Oleksiy Kuleba, Ukraine's Minister of Community and Territorial Development, emphasized that this stage is critical for ensuring a high-quality and long-term infrastructure project. 'It is important for the state that this process is as competitive and transparent as possible, as the outcome should be a powerful infrastructure project that will benefit Ukraine for decades,' Kuleba stated in a ministry press release. He also added that a security check is being conducted simultaneously to ensure that none of the candidates has ties to Russia or poses a threat to national security.

The commission has not disclosed the exact number of qualified participants. During a briefing last year, Kuleba noted that the project had generated significant international interest, with at least 40 participants expressing a desire to take part in the tender as of December 2025.

The concession of Chornomorsk port is a significant milestone in the modernization of Ukraine's infrastructure. Chornomorsk port remains one of the three largest deep-water ports in the country, and its modernization is a key aspect of improving the economic situation in Ukraine.
