Speaking to Apostrof , Bornyakov said the system is already being used in a pilot format to review government acts and generate assessments of their potential effects. According to him, the AI tool produces reports indicating who may benefit from specific decisions, including their impacts on citizens, businesses and other groups, and categorizes them as positive, neutral or negative. “We feed all government decisions into the system, and it generates an analysis of who gains from each act,” he said. Bornyakov said the system remains experimental, and its outputs cannot yet be fully relied upon. However, he said the government is continuing to test its capabilities. He added that the broader goal is to provide officials, including the prime minister, with faster and more data-driven insights into policymaking. Ukraine has been actively expanding the use of digital tools and data-driven systems in public administration, particularly since the start of Russia’s 2022 full-scale invasion. Officials have called for faster access to reliable data, replacing slower bureaucratic processes that can delay decision-making. Bornyakov said future plans could include using AI to generate policy briefs for lawmakers and assess draft legislation, including identifying which groups or sectors may benefit.
