Ukraine is preparing to roll out 10 out of 30 planned projects to overhaul the country’s recruitment and service conditions, Defense Minister Mykhailo Fedorov said on Friday, April 24.
In a statement on Telegram marking his first three months in office, Fedorov listed 30 achievements since taking up the post, including an initiative for a “comprehensive transformation” of recruitment and service conditions through 30 projects, 10 of which he said are close to launch.

He did not specify the projects, however.
“Preparing a comprehensive transformation to improve the conditions of recruitment and service in the Defense Forces. The first 10 out of 30 projects within the framework of one reform are almost ready to launch. Details later,” he wrote, without further elaboration.
He said he has been tasked by President Volodymyr Zelensky to overhaul the ministry “as quickly as possible,” which he described as long plagued by inefficiency, corruption and lack of accountability in his update.
Among his achievements, he said he “[updated] the structure of the Ministry of Defense and top management, which will lead to the eradication of corruption in the Ministry of Defense and increase efficiency hundreds of times,” adding that the new structure began functioning on April 1.
On Jan. 30, Zelensky said he had instructed Fedorov to sort out three key issues, including the so-called “busification” in Ukraine , soon after Fedorov’s transition to the defense minister post.

Alongside the planned recruitment reforms, Fedorov highlighted a series of changes already implemented, including increased drone procurement, new real-time battlefield monitoring systems, and expanded use of data-driven decision-making in military planning.
He also pointed to improvements in air defense performance and efforts to strengthen Ukraine’s technological edge in the war.
Fedorov said the broader goal is to accelerate battlefield effectiveness while putting additional pressure on Russia’s economy and military capabilities.
