84% of Secondary Education Institutions in Kyiv Reorganized

As of March 26, 2026, significant progress has been made in the reorganization of secondary education institutions in Kyiv, with 84% already transformed as part of a comprehensive modernization plan.

As of March 26, 2026, the capital of Ukraine, Kyiv, has achieved remarkable results in the reorganization of general secondary education institutions. According to information provided by the Department of Education and Science of the Kyiv City State Administration (KCSA) in response to an information request from Ukrinform, 84% of secondary educational institutions have already undergone transformation. This process is part of a large-scale plan aimed at modernizing the educational system in the capital.

According to the reorganization plan, the structure of schools in Kyiv for the 2027/2028 academic year will undergo significant changes. Specifically, lyceums will constitute over 50% of the total number of schools, gymnasiums will account for about 25%, primary schools will make up 8%, specialized educational institutions will represent 2%, and special institutions, including special schools and educational-rehabilitation centers, will comprise 6%. These changes are designed to improve the quality of education and adapt educational institutions to modern requirements.

The Department of Education and Science of the KCSA emphasized that the reorganization of educational institutions is being carried out at the initiative of district education departments. An important stage of this process involves discussions with teaching staff and parents of students, which allows for the consideration of the opinions of all stakeholders. This reflects the openness and transparency of the reorganization process, which is a crucial aspect in the field of education.

Each draft decision regarding the reorganization of a specific educational institution is reviewed by the Permanent Commission of the Kyiv City Council on Education and Science, Youth, and Sports. Final decisions are made by the Kyiv City Council separately for each school, ensuring an individualized approach to each educational institution and taking into account its specific characteristics.

It is noteworthy that not only Kyiv but also other regions of Ukraine are actively engaged in the reorganization of schools. According to preliminary data, up to 40% of communities have already conducted reorganizations of educational institutions and approved the network of lyceums as part of the implementation of senior profile schools. Importantly, regions are required to complete this process by September 1, 2027, highlighting the urgency and necessity of adapting the educational system to new challenges.

These changes in Ukraine's educational system demonstrate the government's commitment to improving the quality of education and providing students with adequate learning conditions. The reorganization of secondary education institutions is a significant step towards modernizing the educational system to meet contemporary demands and societal needs.
