Telecommunications Revenues of Operators in Ukraine in 2025: Leaders and Trends

The telecommunications sector in Ukraine has shown significant revenue growth in 2025, according to data from the National Commission for the Regulation of Electronic Communications and Postal Services (NCECP). The top three revenue leaders in the telecommunications services market were mobile operators Kyivstar, Vodafone Ukraine, and lifecell.

The telecommunications sector in Ukraine experienced remarkable revenue growth in 2025, as confirmed by data from the National Commission for the Regulation of Electronic Communications and Postal Services (NCECP). By the end of the year, the top three revenue leaders in the telecommunications services market were mobile operators: PrJSC Kyivstar with revenues of UAH 44.16 billion, PrJSC VF Ukraine (brand name Vodafone Ukraine) with UAH 25.59 billion, and LLC lifecell with UAH 15.74 billion.

According to information published on the official NCECP website, Kyivstar's revenues in 2025 increased by 20.3% compared to 2024. Vodafone Ukraine also demonstrated positive dynamics, increasing its revenues by 13.1%, while lifecell exhibited a growth of 19.1%. These figures indicate a stable development of the telecommunications market in Ukraine.

It is noteworthy that for the first nine months of 2025, the revenue figures were 22.6% for Kyivstar, 12.7% for Vodafone Ukraine, and 18.9% for lifecell, confirming the trend of revenue growth throughout the year.

The top five revenue leaders also included the fixed-line operator PrJSC Ukrtelecom, which increased its revenues by 5.6%, reaching UAH 4.59 billion. Another significant company that made the list is LLC Ukraine Tower Company (UTC), which specializes in the construction and leasing of telecommunications towers. Its revenues grew by 21.8%, totaling UAH 2.92 billion.

In the second tier of revenue leaders in telecommunications services, the fixed-line operator PrJSC Datagroup from the DVL group led the way, increasing its revenues by 22.9% to UAH 1.85 billion. Following closely was the Broadcasting, Radio Communication and Television Concern, which saw its revenues grow 1.7 times to UAH 1.21 billion, moving up from ninth place. Notably, the fixed-line operator PrJSC Farlep-Invest, controlled by Vodafone Ukraine, increased its revenues by 39.3% to UAH 0.84 billion, allowing it to rise from tenth to eighth place.

LLC Ukrainian Network Solutions, a tower company under Vodafone Ukraine, significantly increased its telecommunications revenues by 8.5 times to UAH 0.79 billion, securing ninth place. Closing out the second tier was LLC Volia-Cable, whose revenues fell by 57.4% to UAH 0.77 billion, just slightly exceeding the figures of LLC Scientific and Industrial Company Home-Net, which managed to increase its revenues 1.5 times to UAH 0.75 billion.

According to the regulator's data, in 2025, the leaders in capital investments in the telecommunications sector were also the three mobile operators. Kyivstar increased its capital investments by 1.5 times to UAH 14.19 billion, Vodafone Ukraine by 34.8% to UAH 7.69 billion, and lifecell by 13.9% to UAH 4.06 billion. This indicates that operators are not only increasing revenues but also actively investing in infrastructure development.

LLC Ukraine Tower Company also increased its capital investments by 1.5 times to UAH 1.64 billion, while PrJSC Farlep-Invest closed the top five largest investors, raising this figure by 41.5% to UAH 1.19 billion. Meanwhile, Ukrtelecom reduced its investment volume by 35.5% to UAH 0.49 billion, and Datagroup by 24% to UAH 0.25 billion, securing eighth and ninth places respectively.

They were surpassed by LLC Ukrainian Network Solutions, which increased its investments 5.4 times to UAH 0.83 billion, and SCP Kyivteleservice, which showed growth of 31.9% to UAH 0.54 billion. These figures indicate the active development of the telecommunications sector in Ukraine, which will undoubtedly have a positive impact on the quality of services for consumers.
