DELTA System Receives High International Praise, Says Isaac Flanagan at Kyiv Security Forum
The Ukrainian combat system DELTA has garnered high acclaim from experts worldwide, marking a significant breakthrough in the field of digitalization. This announcement was made by Isaac Flanagan, co-founder of Zero Line, during a discussion at the Kyiv Security Forum.

This was stated by Isaac Flanagan, co-founder of Zero Line, during the discussion titled 'The Generation of the Unbreakable: Reflections from General Petraeus – A View from Washington,' organized by the Kyiv Security Forum.
Flanagan emphasized the importance of learning from Ukrainian technologies, particularly in the areas of software and analysis. 'The issue here also lies in terms of policy, as the greatest innovations in Ukraine are indeed the changes in political approaches. Everyone knows about DELTA. DELTA has earned the respect of the entire world as one of the most crucial elements of military programs,' he underscored.
The co-founder of Zero Line also noted that the lesson that the DELTA system has 'taught everyone' is not only about how to coordinate forces on the battlefield but also about what he termed 'architecture of solutions.' 'No Western innovation center with its budgets has achieved results like Ukraine in the direction of digitalization,' he pointed out.
Flanagan particularly highlighted that DELTA was created by volunteers who subsequently transferred it to the defense forces' units on the front lines. 'Major Robert Brovdi (Hungarian) simply stated that there needs to be a system. When the Americans came and asked which drone is the best, he said the best is an ecosystem. DELTA not only built an ecosystem but also teaches what needs to be done with this system. And this teaches us that everyone must figure out how Ukraine accomplished this,' Flanagan recounted.
According to him, the decision to authorize and adopt DELTA 'meant more than just the technology that underpinned it.' He also noted that the DELTA system has become a vital component in providing military personnel with data about the enemy and coordinating forces on the battlefield.
For reference, Zero Line is a non-profit, non-governmental organization that identifies urgent needs in Ukraine and collaborates with international donors to meet them. Open Ukraine is an international fund established in 2007 at the initiative of Arseniy Yatsenyuk to strengthen Ukraine's authority in the world. The fund organizes the Kyiv Security Forum annually, which has become a leading international discussion platform in Ukraine on issues of war and peace, as well as the Youth Kyiv Security Forum aimed at developing a new generation of Ukrainian leaders.
The Delta system is a Ukrainian combat system built to NATO standards. It enables the planning of operations and provides real-time battlefield visibility, as well as information exchange within units, brigades, and groupings. On October 27, 2022, the Ukrainian situational awareness program Delta was presented in the United States, providing military personnel with various data about the enemy and coordinating forces on the battlefield. The system integrates information about the opponent from various sensors and sources, including intelligence data, requires no additional setup, and can operate on any device - laptop, tablet, or mobile phone.
On February 4, 2023, the Cabinet of Ministers of Ukraine decided to implement the Delta digital awareness platform in the defense forces. On July 11, 2025, the then Minister of Digital Transformation Mykhailo Fedorov announced that the Ukrainian Delta system had successfully passed NATO tests, including compatibility with F-16 fighters. On October 3, the then Minister of Defense of Ukraine Denys Shmyhal stated that DELTA had become the primary management system for the joint team of participating countries during NATO REPMUS 2025 exercises (the largest international event for practicing the use of drones in maritime operations).
