Deadly Attacks on Military Personnel: Will This Become a Trend?

Ukrainian MP Serhiy Rakhmanin, a member of the National Security, Defense and Intelligence Committee, recently commented on the alarming trend of attacks on military personnel, following a fatal incident involving a Territorial Defense soldier.

Ukrainian Member of Parliament Serhiy Rakhmanin, representing the 'Voice' party and serving on the National Security, Defense and Intelligence Committee, has recently addressed the concerning situation regarding the attack on a Territorial Defense soldier who suffered fatal injuries. Rakhmanin emphasized that he is frequently asked whether such incidents will become a new trend in Ukraine.

According to the MP, this trend is already evident, as this is not the first instance of an attack on representatives of the Territorial Defense. 'Will this become a common occurrence? I hope not. However, it is critical and symptomatic that such cases are no longer isolated,' he underscored. Rakhmanin also raised the issue of how to combat this problem, noting that, as in any situation, there are two sides to the coin.

The MP pointed out that there is a significant number of human rights violations occurring during mobilization notifications by Territorial Defense representatives, which, as he understands from statistics, are not decreasing. 'There are attacks, threats to safety, life, and even, as we have seen, fatal incidents following assaults on Territorial Defense representatives,' he added.

Rakhmanin further noted that in any society facing such issues, the effect is only created by the inevitability of punishment. 'In my opinion, all cases of unlawful behavior towards citizens by Territorial Defense soldiers must be properly investigated and brought to appropriate resolutions, at best – to court verdicts,' he emphasized. He also highlighted that the same should apply to citizens who resist Territorial Defense representatives during their lawful activities.

'If the inevitability of punishment for violations from both sides becomes the norm, I believe that this problem will disappear, or at least its severity will diminish. I see no other alternatives,' Rakhmanin concluded.

The MP also drew attention to the insufficient communication between the state and society on such an important issue as mobilization. 'This communication was absent in 2022, 2023, 2024, 2025, and has carried over into 2026. This breeds increasing distrust among citizens towards military personnel,' he noted.

Serhiy Rakhmanin's statements underscore the importance of dialogue between the state and society, especially in conditions where issues of mobilization and security are becoming increasingly relevant in Ukraine. In the context of an ongoing war, it is crucial to not only protect citizens' rights but also to maintain trust in military structures that are carrying out their duties under challenging circumstances.
