As noted in the report, Moscow is actively promoting anti-Western narratives, including rhetoric about the 'struggle against Western colonialism,' positioning itself as an alternative partner for African countries. This ambition is accompanied by clear pragmatic goals, as Russia seeks to form a bloc of states loyal to it that could support its positions on international platforms.

Furthermore, the expansion of diplomatic presence in Africa is linked to Russia's intentions to find new opportunities to circumvent Western sanctions.
