Ukrainian Parliament Calls on Global Community to Prevent Violations of Nuclear Safety Regime by Russia

The Ukrainian Parliament has registered a draft resolution urging the international community to take measures to prevent violations of the nuclear safety regime that could arise from targeted attacks by the Russian Federation on Ukraine's nuclear facilities.

In a significant move, the Verkhovna Rada of Ukraine has registered draft resolution No. 15133, which calls on the global community to take action to prevent violations of the international nuclear safety regime. This initiative comes in light of ongoing targeted attacks by the Russian Federation on nuclear facilities within Ukraine, emphasizing the critical importance of nuclear safety in the country, particularly as the world marks the 40th anniversary of the Chernobyl disaster.

The draft resolution urges foreign parliaments and governments, as well as international organizations such as the United Nations and the International Atomic Energy Agency (IAEA), to take decisive measures to compel Russia to cease its shelling of Ukraine's nuclear facilities. Specifically, it highlights the need to protect critical infrastructure that ensures the safe operation of nuclear power plants and to reject plans to transition the Zaporizhzhia Nuclear Power Plant to a generation mode, which would legitimize the occupation of this strategic facility.

Members of Parliament are also calling for a united effort to restore damaged nuclear facilities in Ukraine. They argue that such restoration is essential for stabilizing energy networks and ensuring the uninterrupted functioning of life-support systems. They emphasize that without the restoration of nuclear facilities, achieving stability in the country's energy sector is impossible.

Furthermore, the resolution underscores the importance of intensifying efforts to achieve a comprehensive, just, and sustainable peace based on respect for Ukraine's sovereignty and territorial integrity. The deputies believe that only such a peace can strengthen global nuclear security, which is currently threatened by the armed aggression of the Russian Federation against Ukraine and the occupation of the Zaporizhzhia Nuclear Power Plant.

The document also highlights the necessity of supporting the activities of the International Atomic Energy Agency in Ukraine, including conducting expert missions at all nuclear power plants across the country. This reflects an awareness of the critical importance of international oversight of nuclear safety in the face of escalating threats from Russia.

Additionally, members of Parliament invite representatives of parliaments, governments, and international organizations to participate in an International Donor Conference scheduled for April 26, 2026, in Ukraine. This conference will be organized in collaboration with the European Bank for Reconstruction and Development, aiming to discuss the potential for financial contributions to restore a new safe confinement over the destroyed fourth reactor of the Chernobyl Nuclear Power Plant.
