Ukrainian President Recognizes Mejlis as Representative Body of Crimean Tatar People
Ukrainian President Volodymyr Zelensky has signed a decree recognizing the Mejlis of the Crimean Tatar people as their representative body, a significant step towards supporting their rights and identity.
Ukrainian President Volodymyr Zelensky has officially signed a decree that recognizes the Mejlis of the Crimean Tatar people as a representative body for this ethnic group. The decree, numbered 293/2026, was published on April 3 on the official website of the Ukrainian head of state.
The document states that the president's decision aims to ensure the Crimean Tatar people's right to sustainable development, as well as to support their ethnic, cultural, linguistic, and religious identity. This decision marks an important step in acknowledging the rights of Crimean Tatars, who have fought for many years to preserve their identity and culture.
According to decree No. 293/2026, the Ukrainian government is required to promptly address the issue of securing the Mejlis' legal status as a representative body in accordance with established procedures. This underscores the seriousness of the Ukrainian authorities' intentions to support the Crimean Tatar people and their institutions.
The decree comes into effect upon its official publication, indicating the urgency and importance of this decision for the Crimean Tatar community. It is noteworthy that on May 14, 2025, President Volodymyr Zelensky appointed Nariman Jelyal, the deputy head of the Mejlis of the Crimean Tatar people, as Ukraine's ambassador to Turkey. This appointment was a significant step in strengthening relations between Ukraine and Turkey, as well as in supporting the Crimean Tatar people on the international stage.
On July 8, 2025, Nariman Jelyal presented his credentials to Turkish President Recep Tayyip Erdoğan, highlighting the importance of cooperation between the two countries on issues concerning Crimean Tatars. Nariman Jelyal is one of the leaders of the Crimean Tatar national movement, a historian, political scientist, and journalist, reflecting his active involvement in advocating for the rights of Crimean Tatars.
However, it is essential to mention that Nariman Jelyal's history also includes dark chapters. In September 2021, following the Crimean Platform summit, he was detained by the Federal Security Service (FSB) of the Russian Federation, accused of “committing sabotage as part of an organized group.” In September 2022, he was “sentenced” to 17 years in a high-security prison, which became yet another example of repression against the Crimean Tatar people by the occupying authorities. Nevertheless, on June 29, 2024, Nariman Jelyal was returned to Ukraine from Russian captivity, marking an important event for the entire Crimean Tatar community.
Thus, the Ukrainian president's decree recognizing the Mejlis as the representative body of the Crimean Tatar people is a crucial step in supporting the rights and freedoms of Crimean Tatars, as well as in strengthening their cultural identity amid contemporary challenges.
