Petition to the Cabinet of Ministers for Salary and Bonus Restrictions on Local Government Officials Fails to Gather Necessary Votes

A petition on the website of the Cabinet of Ministers of Ukraine calling for salary and bonus restrictions for local government officials has failed to gather the required number of votes for consideration, amassing only 293 votes out of the 25,000 needed.

On April 8, a petition was posted on the website of the Cabinet of Ministers of Ukraine, urging the government to impose restrictions on salaries and bonuses for local government officials. However, as of that date, the document had not garnered the necessary votes for review, collecting only 293 votes out of the 25,000 required for the petition to be considered by the government.

The petition was submitted on January 7 and reflected public dissatisfaction regarding the salaries of officials during a time when the country is at war. The authors of the petition pointed out that in the context of martial law and increasing demands for defense funding, it is crucial to urgently address the issue of remuneration for local community leaders. They highlighted that the basic pay for a serviceman is approximately 20,000 hryvnias, while some mayors, community heads, and their deputies receive monthly payments ranging from 50,000 to over 100,000 hryvnias.

The text of the petition emphasized that in a situation where the civilian population is forced to live on minimal payments, it is unacceptable for officials to receive such high salaries. The petition's author called on the government to develop and submit a draft law to the Verkhovna Rada that would amend the law on 'Service in Local Government Bodies.' These amendments would specifically prohibit the accrual of bonuses and allowances for intensity of work for management personnel during the period of martial law.

Additionally, it was proposed that the total monthly income of a local government official should not exceed the average monetary provision for servicemen of the Armed Forces of Ukraine. This would be a fair step towards reducing the social inequality that exists in the country during wartime.

The situation surrounding the petition reflects a broader context of socio-economic issues that Ukraine faces in the context of war. Many citizens believe that officials who receive high salaries are not held accountable for their actions and do not feel the burden of the hardships faced by ordinary people. Thus, the petition served as a wake-up call for the government to pay attention to issues of social justice and financial responsibility.

Despite the petition not gathering enough votes, it raised important questions that need to be discussed at the state level. Society expects the authorities not only to take action but also to be willing to listen and respond to the needs of citizens, especially in such challenging times.
