The Moldovan Parliament has made a significant decision that could profoundly alter the country’s foreign policy direction. On Thursday, October 26, 2023, lawmakers voted to denounce the agreement establishing the Commonwealth of Independent States (CIS) and the charter of this organization. This decision was passed in its second reading, with 60 out of 101 deputies voting in favor, representing the ruling party 'Action and Solidarity' as well as the 'Home Democracy' party. Among those supporting the legislation was former Prime Minister Ion Chicu, who represents the 'Alternative' faction.
However, not all deputies agreed with this move. Representatives from the Communist Party and the Socialist Party opposed the denunciation of the agreements, arguing that Moldova's exit from the CIS could lead to catastrophic consequences for the country’s economy. They expressed concerns that such a step might negatively impact Moldova's economic ties with other states that are members of the CIS.
The initiative to denounce the agreements was put forth by the Ministry of Foreign Affairs of Moldova. According to their position, the fundamental values and principles of the Commonwealth are not being adhered to by some CIS participants today. In the explanatory note from the Ministry of Foreign Affairs, it is stated that 'the denunciation of the CIS agreement is a natural and inevitable step towards achieving the goal of joining the European Union.' This statement underscores Moldova's aspiration to integrate into the European community and align with its standards.
It is worth noting that to date, Moldova has already denounced 71 agreements within the CIS framework, while around 60 agreements are currently under review. The country’s Parliament explains these actions as necessary to align national policy, legislative, and economic frameworks with the standards and norms of the European Union. This indicates a clear desire from Moldova to move towards European integration and to abandon old ties that, according to the authorities, no longer serve the country’s interests.
After the President of Moldova signs the passed laws, the Ministry of Foreign Affairs will send all necessary documents to the CIS Executive Committee. Moldova's exit from the Commonwealth, in accordance with the Vienna Convention, will be finalized 12 months after this. This means that the country has a year to complete its exit process and adapt to the new conditions of international relations.
Thus, the decision by the Moldovan Parliament to withdraw from the CIS represents a landmark step in the country’s foreign policy, which could open new opportunities for development and cooperation with European partners. However, as opponents have noted, this step also carries risks that require careful analysis and discussion.
