FSB Officer Charged with Torturing Civilians in Kyiv Region

The Ukrainian General Prosecutor's Office has announced charges against a senior officer of the FSB for torturing civilians during the Russian occupation of the village of Dimer in the Kyiv region.

According to reports from Ukrinform, the General Prosecutor's Office of Ukraine has formally charged a senior officer from the FSB's Eastern Military District for his involvement in the torture of civilians during the Russian occupation of the village of Dimer in the Vyshhorod district of Kyiv region. The investigation reveals that this officer, who serves as the head of the military counterintelligence department, acted in collaboration with military units from the 83rd Separate Air Assault Brigade of the Russian Armed Forces.

The investigation established that in the spring of 2022, Russian troops occupied the village of Dimer, setting up a base at the premises of the 'Alpha-Lend' enterprise and deploying military equipment there. Within the foundry workshop, a site for the illegal detention of civilians was created, effectively turning it into a torture chamber. According to the investigation, from March 21 to March 25, 2022, the suspect, fully aware that he was dealing with civilians entitled to protection under international humanitarian law, used violence against them in conjunction with other military personnel.

During the so-called 'interrogations,' civilians were subjected to brutal treatment: they were beaten with hands, feet, and the butts of weapons on their heads, torsos, and limbs, forced to kneel, and threatened with gunfire nearby. They were coerced into confessing to alleged collaboration with Ukrainian forces, causing these civilians significant physical and moral suffering. The investigation is ongoing, and law enforcement continues to identify other individuals involved in these crimes.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine has confirmed that the suspect is FSB Colonel Serhiy Oleinychuk. Through the joint efforts of the GUR and investigators from the National Police, it was established that he played a key role in the system, serving as a 'curator' from the FSB responsible for conducting so-called 'filtering' operations. On the territory of the enterprise on Vysneva Street, the occupiers established a site for the illegal detention of civilians, where individuals were subjected to cruel interrogations and torture.

It has been established that Oleinychuk personally conducted interrogations that were accompanied by torture and cruel treatment of civilians. He had the authority to make decisions regarding the deportation of individuals to Russia. According to the investigation, at least 42 individuals were unlawfully transferred, including villagers, students, entrepreneurs, coaches, and a journalist. The deported individuals were dispersed across various institutions in the Russian Federation, held in detention centers and colonies in the Rostov, Mordovia, Bryansk, Smolensk, Perm, Tula, and Vladimir regions. Some of them have been returned, but at least 24 civilians remain in captivity.

The Main Intelligence Directorate has released information about the war criminal Oleinychuk, born on May 8, 1981, in the Orenburg region, a graduate of the Far Eastern Military Institute and a colonel in the FSB's Eastern Military District (military unit 73905, Khabarovsk). He is assigned to the 83rd Separate Air Assault Brigade (military unit 71289, Ussuriysk). Other servicemen from the 83rd Brigade of the Russian Armed Forces, both rank-and-file and leadership, have also been identified as being involved in these crimes.

As reported by Ukrinform, journalist Dmytro Khilyuk, who was abducted by Russian invaders on March 3, 2022, in his native village of Kozarovychy in northern Kyiv region, recounted after his release from captivity that he and his father were held in Dimer in complete darkness until March 10, 2022. This situation underscores the horrific conditions that civilians faced during the Russian aggression.
