Head of Correctional Facility in Vinnytsia Region Suspected of Illegally Obtaining Bonuses

The Vinnytsia Regional Prosecutor's Office has launched an investigation into the head of a correctional facility in the Vinnytsia region, who is suspected of illegally seizing budget funds by abusing his official position.

The Vinnytsia Regional Prosecutor's Office has initiated an investigation into the head of one of the correctional facilities in the Vinnytsia region, who is suspected of illegally seizing budget funds through the abuse of his official position. This information was disclosed in an official statement provided to Ukrinform.

According to the prosecutor's office, the official has been notified of his suspicion of committing a crime under part 4 of article 191 and part 1 of article 209 of the Criminal Code of Ukraine. His actions are classified as the unlawful appropriation of another's property under conditions of martial law and the legalization of the acquired funds.

It has been established that the head of the facility violated a direct prohibition from the Ministry of Justice of Ukraine regarding the awarding of bonuses to certain categories of employees in penitentiary institutions. From September 2023 to June 2025, he unlawfully issued bonuses to himself totaling 400,000 hryvnias, which he subsequently received. These actions resulted in significant losses to the state budget.

In connection with this, prosecutors filed a motion with the court, which chose a preventive measure for the suspect in the form of house arrest during nighttime hours. Additionally, the court decided to suspend him from his position, marking an important step in the case.

Under Ukrainian law, the crimes attributed to the suspect carry a potential punishment of imprisonment for up to eight years, as well as a possible deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years or without such.

This case is not isolated in the Vinnytsia region. Earlier, there were reports of a suspicion against an accountant from one of the lyceums in the Trostianets community, who unlawfully appropriated budget funds amounting to 2.7 million hryvnias. These facts indicate systemic problems with corruption in state institutions that require urgent resolution.

The situation regarding corruption in Ukraine remains complex, and such cases underscore the importance of transparency and accountability in public finances. The public and law enforcement agencies must work together to improve the situation and prevent similar crimes in the future.
