Director of Hospital Detained in Ternopil Region for Assisting Draft Dodgers

In a significant development in Ukraine, the director of a municipal district hospital in Ternopil has been detained on serious charges, including the illegal facilitation of individuals attempting to evade military service.

In Ternopil, according to information from the Ternopil Regional Prosecutor's Office, the director of a municipal district hospital has been detained. He faces serious accusations, particularly regarding the organization of illegal transportation of individuals across the state border, which falls under part 3 of Article 332 of the Criminal Code of Ukraine, as well as receiving illegal benefits, regulated by part 2 of Article 368 of the same code.

According to the investigation, the detained medical professional had been engaged in the issuance of fictitious medical commission certificates (LKK) throughout 2025, claiming the need for external care. These documents were utilized to obtain deferments from mobilization and to facilitate travel outside of Ukraine. It has been established that in July 2025, a local resident approached the hospital director, seeking assistance for her son, who was soon to turn 25. The woman aimed to secure his ability to leave the country, and the hospital director agreed to 'help' for a fee of $5,000.

In December 2025, the director issued two knowingly false LKK conclusions to the woman, asserting that she required constant external care. It is important to note that members of the commission did not participate in the preparation of these documents. After receiving the fictitious certificates, the woman handed over the promised money to the director within the hospital premises.

However, despite possessing the 'documents', the woman's son was not allowed to cross the border. This indicates that the scheme organized by the hospital director failed, and the woman was unable to achieve her desired outcome.

The hospital director was detained in accordance with Article 615 of the Criminal Procedure Code of Ukraine. Currently, a decision is being made regarding the selection of a preventive measure for him, likely in the form of detention. During searches, an additional 11 similar fictitious medical commission conclusions, also forged by the suspect, were confiscated.

The investigation continues to work on the case, and efforts are underway to determine the exact number of individuals who may have utilized the services of the hospital director. Preliminary data suggests that more than 50 individuals may have received fictitious certificates to evade mobilization.

This case is not an isolated incident. As reported by Ukrinform, earlier, the Security Service of Ukraine uncovered a group of medical professionals in Cherkasy who had created a similar scheme for evading mobilization. These events highlight serious issues within the healthcare system and the urgent need for enhanced oversight of medical institutions.
