Former Director in Cherkasy Region Suspected of Embezzling ₴1.4 Million for House Reconstruction
In the Cherkasy region of Ukraine, a former company director is under investigation for allegedly embezzling a substantial sum of budget funds amounting to ₴1.4 million, which was allocated for the restoration of a nine-story building in Uman that was damaged by a Russian missile strike in April 2023.
In the Cherkasy region, as reported by Ukrinform, a former director of a company is suspected of embezzling a significant amount of budget funds totaling ₴1.4 million. These funds were designated for the restoration of a nine-story building in Uman, which suffered destruction due to a missile strike from the Russian Federation in April 2023. This tragic incident resulted in the deaths of 23 individuals, including six children.
According to information provided by the Cherkasy Regional Prosecutor's Office, the former director of the contracting company organized a scheme to misappropriate budget funds that were allocated for the restoration of the damaged building. In 2023-2024, contracts were signed between the company and the customer for the execution of works, which served as the basis for receiving budget funds.
During the execution of the works, according to the investigation, the individual involved submitted false information in the acts of completed works, inflating the volumes of work performed. Some of the planned works were either not executed at all or were only partially completed; however, documents were signed, which became the basis for budget payments.
Between April and December 2024, based on such acts, budget funds were transferred to the contractor, which, according to expert conclusions, were obtained illegally. The total amount received by the company as a result of these actions exceeds ₴1.4 million.
The actions of the former director have been classified under part 5 of Article 191 and part 1 of Article 366 of the Criminal Code of Ukraine, which provide for liability for embezzlement, misappropriation of property, or acquisition of it through abuse of office, as well as for official forgery. Additionally, prosecutors have also reported suspicions against a technical supervision engineer for official negligence, which falls under part 2 of Article 367 of the Criminal Code of Ukraine.
This case is not isolated. As reported by Ukrinform, in the neighboring Khmelnytskyi region, law enforcement agencies have also reported suspicions against the deputy mayor and the head of the labor and social protection department of one of the city councils in the Khmelnytskyi district. They are suspected of embezzling ₴2.6 million of state funds that were allocated for purchasing a house for a large family of internally displaced persons.
These incidents highlight serious issues in the system of control over the use of budget funds, as well as the necessity to strengthen accountability for corrupt actions in Ukraine. In the context of war, when state resources are limited, it is especially important to ensure transparency and efficiency in the use of funds directed towards infrastructure restoration and support for citizens.
