Ministry of Education Calls on Universities to Use Special Fund Resources Wisely
The Ministry of Education and Science of Ukraine has announced significant changes in the funding of higher education institutions, including the redistribution of over 2.5 billion hryvnias aimed at increasing salaries for educational and scientific-pedagogical staff.
The Ministry of Education and Science of Ukraine (MON) has declared crucial changes in the financing of higher education institutions, particularly regarding the redistribution of over 2.5 billion hryvnias. These funds will be directed towards raising the salaries of pedagogical and scientific-pedagogical workers. This financial allocation will form part of the budget for 2026 and will be utilized to implement the first phase of the announced salary increase of 30%, set to commence on January 1, 2026.
In its announcement, the ministry indicated that the redistribution of funds will occur within the framework of the budget program 'Enhancing the Prestige of Work in the Education Sector.' This decision is part of a broader plan by MON aimed at improving the financial support for higher education institutions funded through the ministry's budget programs. 'The Ministry of Education and Science of Ukraine will redistribute part of the state budget expenditures for 2026 to ensure salary increases for pedagogical and scientific-pedagogical staff at higher education institutions,' the official statement reads.
Moreover, the ministry emphasized the importance of the rational use of special fund resources by universities. 'Regarding special funds, universities need to use the funds wisely and calculate their capabilities to ensure that everyone can receive the increased salaries,' MON representatives stated. This highlights the necessity for a responsible approach to financial planning within higher education institutions to avoid potential financial difficulties in the future.
It is also noteworthy that of this total amount, 605 million hryvnias will be allocated to cover salary increases for staff at vocational pre-higher education institutions. This decision aims to improve working conditions not only in universities but also in institutions that prepare specialists at the pre-higher education level.
It is important to recall that starting January 1, 2026, there will be a 30% increase in salaries for scientific-pedagogical staff at higher education institutions compared to the 2025 salary rates, with an additional 20% increase planned for September. This reflects a gradual improvement in financial conditions for educators, aimed at enhancing the prestige of the profession and attracting new talent to the education sector.
Additionally, it is worth noting that in early April, the head of the Committee of the Verkhovna Rada on Education, Science, and Innovation, Serhiy Babak, expressed concerns regarding the funding for salary increases for university teachers. He emphasized that if the funding issue is not resolved, it could lead to a reduction in the teaching staff or even the closure of certain institutions. These comments underscore the importance of stable funding for higher education in Ukraine, as the quality of education is directly dependent on the professionalism and motivation of educators.
