Lubinets Highlights 'Flagrant Violations' at Uzhhorod Territorial Recruitment Center

Ukrainian Ombudsman Dmytro Lubinets has reported alarming findings from a monitoring visit to the Uzhhorod Territorial Recruitment and Social Support Center, revealing serious human rights violations.

Ukrainian Ombudsman Dmytro Lubinets has released the results of a monitoring visit that uncovered shocking violations at the Uzhhorod Territorial Recruitment and Social Support Center (TCK). This information was shared on his Telegram channel, as reported by Ukrinform.

Lubinets noted that despite facing obstacles from officials, numerous instances of improper treatment of citizens were documented. He revealed that some individuals had been held at the TCK for extended periods, ranging from 21 to 50 days. A video published during the monitoring showed a veteran displaying his combatant status certificate, yet even this recognition did not lead to his release.

Furthermore, Lubinets pointed out that individuals were deprived of their documents and mobile phones without proper procedures, stripping them of their rights to legal protection. The conditions within the TCK were described as extremely degrading to human dignity: with only three cups and eight metal plates available for 40-60 people, individuals were forced to eat in turns from a single dish that had not undergone proper sanitation. There were also no confirmations of organized meals, and the sanitary conditions were appalling, with only one toilet and one shower available for such a large number of people, alongside a complete lack of bedding.

Lubinets emphasized that while mobilization is necessary due to the ongoing war, all processes must occur strictly within the legal framework. He warned that if significant changes to the mobilization processes are not implemented soon, and if TCK and social support workers do not face strict legal accountability for their unlawful actions, the situation will only worsen. “We will continue to witness conflicts between citizens and TCK and SP employees, as defense capabilities cannot be built on gross violations of the Constitution,” stated the Human Rights Commissioner.

As a result of Lubinets' visit to Uzhhorod, a statement regarding criminal offenses, as stipulated in Articles 146, 127, 344, and 426-1 of the Criminal Code of Ukraine, was submitted.

It is worth noting that recently in Vinnytsia, during a document check, a man stabbed two TCK servicemen. Meanwhile, in Lviv, the community mourned the loss of Oleg Avdiev, a serviceman who was fatally stabbed during notification activities.

Head of the President's Office Kyrylo Budanov expressed the view that while the war continues, it is impossible to fundamentally resolve issues in the mobilization sphere and the operation of territorial recruitment centers.
