Congress of the Council of Europe to Continue Supporting Decentralization and Reconstruction Plan for Ukraine

In a recent press conference, newly elected President of the Congress of the Council of Europe, Gunn-Marit Helgesen, expressed strong support for decentralization reforms and Ukraine's reconstruction plan.

During her recent press conference, newly elected President of the Congress of the Council of Europe, Gunn-Marit Helgesen, conveyed a resolute commitment to supporting decentralization reforms and the reconstruction plan for Ukraine. This statement came during her interaction with journalists, as reported by a correspondent from Ukrinform.

Helgesen emphasized, "We can assist with legal opinions, governance recommendations, and share our experiences, as we have participated in decentralization reforms for many years. I was a rapporteur for Ukraine and visited the country three months before the full-scale invasion. Therefore, we are part of this process." Her remarks highlight the significance of international support that Ukraine is receiving during this challenging time.

The President of the Congress also underscored that she has held numerous meetings with the Ukrainian delegation, including politicians, mayors, and government representatives. She noted that issues concerning Ukraine are always in focus at all Congress meetings in Strasbourg, indicating a sustained attention to the situation in the country.

"Ukrainians are asking for support and advice on strengthening democracy and planning for reconstruction. We discussed the reconstruction program and the Registry of Damages. We will assist in everything they request, but the decisions must be made by them," added Helgesen, emphasizing the importance of Ukraine's autonomy in decision-making.

Helgesen also stressed that in times of war, solidarity and support for Ukraine are paramount. "It must defend itself while planning for the future. This is very challenging. But long-term planning is also necessary. Martial law is a temporary phenomenon, and eventually, we will need to return to a permanent legal system. We will help at all levels as much as we can," she stated, demonstrating the Congress's readiness to support Ukraine in all aspects.

It is worth noting that earlier, First Deputy Chairman of the Verkhovna Rada, Oleksandr Korniienko, during a speech at the Congress of Local and Regional Authorities of the Council of Europe in Strasbourg, stated that the recovery of Ukraine should begin at the community level. He emphasized that international support must be directed not only at the national level but also directly at the local level, which is critically important for the successful recovery of the country.

Thus, the support for decentralization and the reconstruction plan for Ukraine remains a priority for the Congress of the Council of Europe, and the Ukrainian side can count on assistance in these areas. This underscores the importance of international cooperation in the recovery of a country facing difficult times.
