The 'Book of Torturers' Reveals Data on War Criminals Involved in Torturing Civilians During the Occupation of Kyiv Region

Investigators from the Main Investigative Department of the National Police, in collaboration with operatives from the Department of Strategic Investigations and with the assistance of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, have identified the command staff of the 83rd Separate Air Assault Brigade and an FSB lieutenant colonel responsible for the torture of residents in Dymers during 2022.

From February 24 to March 31, 2022, Russian military forces temporarily occupied the settlement of Dymers in the Vyshhorod district of Kyiv Oblast. The group of occupying troops included units from the 83rd Separate Air Assault Brigade. Following the events in Dymers, a criminal proceeding was opened on March 21, 2022, under case number 42022112330000083, concerning violations of the laws and customs of war as defined by parts 1 and 2 of Article 438 of the Criminal Code of Ukraine.

During the occupation, the invaders established an illegal detention facility for civilians at the Viknaland enterprise located at 22-B Vyshneva Street. A key role in the crimes against civilians in Dymers was played by the 'curator' of the 83rd Brigade from the FSB, Lieutenant Colonel Serhiy Oleinychuk. He was directly involved in the so-called 'filtration' process, which involved the interrogation of captives accompanied by torture, cruel treatment of civilians, and hostage-taking. Oleinychuk had the authority to make decisions regarding the deportation of captured local residents to Russian territory. Overall, Ukrainian law enforcement has documented the illegal transfer of at least 42 individuals. Civilians were held in penal institutions and pre-trial detention centers, including colonies and isolation facilities in the Rostov, Mordovia, Bryansk, Smolensk, Perm, Tula, and Vladimir regions. Some of them were eventually returned; however, at least 24 civilians remain in captivity.

Materials concerning Oleinychuk have been separated into a distinct proceeding. He has been notified of suspicion for violations of the laws and customs of war, accompanied by cruel treatment of civilians. The sanctions for this article provide for punishment of up to life imprisonment.

Serhiy Oleinychuk, born on May 8, 1981, is a native of the Energetika settlement in the Novoorlovsky district of the Orenburg region of Russia. He studied at the Far Eastern Military Institute. Oleinychuk serves as a lieutenant colonel in the Federal Security Service for the Eastern Military District (military unit 73905; permanent deployment in Khabarovsk, Khabarovsk Krai). He is attached to the 83rd Separate Air Assault Brigade (military unit 71289; permanent deployment in Ussuriysk, Primorsky Krai).

Other Individuals Involved in War Crimes

Law enforcement officials, together with the Main Intelligence Directorate of the Ministry of Defense of Ukraine, have also identified the commander of the 83rd Brigade, his deputies for armaments, logistics, airborne service, military-political work, and the chief of staff. They organized the actions of enemy units during the occupation, ensured the functioning of the control system over captured settlements, and were directly involved in committing war crimes against civilians during the occupation of the Vyshhorod district of Kyiv Oblast.

Oleksandr V'yacheslavovych Nemolyaev is a colonel who commanded the 83rd Separate Air Assault Brigade from January 2022 to January 2023. He currently serves as the commander of the 106th Airborne Division of the Russian Armed Forces (military unit 55599).

Vitaliy Mykolayovych Slabtsov is a colonel and the deputy commander of the 83rd Separate Air Assault Brigade (military unit 71289). As of March 24, 2022, he was reported deceased.

Roman Olegovych Ivanov is a lieutenant colonel and the chief of staff/deputy commander of the 83rd Separate Air Assault Brigade until January 1, 2023. He currently holds the rank of colonel and serves as the commander of the 331st Parachute Assault Regiment of the 98th Airborne Division of the Russian Armed Forces (military unit 71211), in this position since January 2023.

Oleksiy Yevheniyovych Vasylkov is a lieutenant colonel and the deputy commander of the 83rd Separate Air Assault Brigade for military-political work until January 1, 2025. He currently serves as the deputy commander of the brigade for military-political work at military unit 65451, part of the 98th Airborne Division of the Russian Armed Forces, in this position since January 2025.

Alikber Alikber Jabirovich is a lieutenant colonel and the deputy commander of the 83rd Separate Air Assault Brigade for logistics (military unit 71289).
