Government Launches Tool to Maintain Business and Employee Connections During Recovery from Attacks

The Cabinet of Ministers of Ukraine has approved a significant resolution to launch the 'Point of Support' program, aimed at assisting businesses affected by Russian aggression and helping them maintain labor relations with employees during forced interruptions in their operations.

The Cabinet of Ministers of Ukraine has taken a crucial step by approving a resolution that initiates the 'Point of Support' program. This new tool is designed to support enterprises that have suffered losses due to Russian aggression, enabling them to retain labor relations with their employees during periods of forced inactivity.

According to information provided by the Ministry of Economy, Environmental Protection, and Agriculture, the 'Point of Support' program targets businesses that find themselves in a state of downtime or have suspended labor contracts due to severe destruction caused by attacks. This decision aims to assist enterprises in their recovery phase, allowing them to keep their employees and avoid losing their workforce potential.

The publication on the Ministry's website states that for employees, this means the opportunity to maintain a connection with their workplace, while for employers, it represents a chance to retain their team, which is essential for quickly restoring production, providing services, or conducting other economic activities. The 'Point of Support' will be a vital step in supporting businesses that have been impacted by the war but possess the potential for recovery.

The program's mechanism includes compensation for part of the employees' salaries, amounting to no more than two minimum wages. Additionally, employers will have the opportunity to reimburse the single contribution to mandatory state social insurance (ESV). Employees will also be able to receive compensation for the single contribution calculated on the amount of this payment, ensuring additional financial support during challenging times.

Alexey Sobolev, the Minister of Economy, Environmental Protection, and Agriculture, emphasized the importance of preserving the workforce potential in enterprises affected by the war that have the opportunity to resume their activities. 'The Point of Support' is a solution that will allow businesses to navigate the recovery period without losing their employees, which is critically important for the swift restoration of the economy.

Moreover, the document provides for the possibility of involving employees in socially useful work with their consent. This will ensure appropriate compensation during the period while the enterprise is not fully operational. Employers will be able to submit applications for assistance through the 'Diia' portal, simplifying the process of obtaining support.

The government has mandated the Ministry of Economy and the Ministry of Digital Transformation to ensure the technical capability for the program's implementation within the next two months. This reflects the government's serious approach to addressing the challenges faced by businesses in the country amid the war.

Ukrainian Prime Minister Yulia Svyrydenko noted that the government continues to overhaul employment policies. Previously, a draft of a new Labor Code was approved, and a mechanism for remote termination of labor relations through 'Diia' was launched for residents of occupied territories. This allows citizens to officially secure new jobs, which is a significant step in the recovery of the economy and the support of employment in Ukraine.
