Ukrainian Cabinet Sets English Language Proficiency Requirements for Public Service Candidates
The Ukrainian Cabinet of Ministers has established English language proficiency requirements for individuals seeking certain positions in public administration, education, and science, marking a significant step in the implementation of Ukraine's language law.
The Cabinet of Ministers of Ukraine has made a pivotal decision to set English language proficiency requirements for candidates applying for specific roles within public administration, education, and scientific institutions. This decision is a crucial milestone in the enforcement of the Law of Ukraine on the Use of the English Language, which is set to come into effect in the country.
The Ministry of Education and Science of Ukraine announced the new regulations on Thursday, April 2. In its statement, the Ministry emphasized that these requirements will enhance the level of English language knowledge among civil servants and educators, which, in turn, will improve international communication and collaboration.
According to the new requirements, candidates for category 'A' public service positions, as well as heads of local administrations and their deputies, must demonstrate a minimum English language proficiency level of B1 according to the Common European Framework of Reference for Languages (CEFR). This indicates that applicants must showcase basic communication skills in English that enable them to perform their duties effectively.
Furthermore, candidates for leadership positions in state scientific institutions and higher education establishments are subjected to higher standards: their English language proficiency must not be lower than B2. This requirement underscores the necessity for a deeper understanding and application of the English language in scientific and educational activities.
The English language proficiency requirements for other positions within public service and education will vary depending on the specific role and its functional responsibilities. The Ministry of Education and Science highlighted that for some candidates, knowledge of another official language of the European Union may be taken into account. If a candidate possesses a document certifying proficiency in such a language at a level not lower than B2, the English language requirement may be reduced to B1.
These requirements are set to come into effect a few years after the conclusion of martial law in Ukraine. It is important to note that they apply only to positions specified by law and do not encompass all employees in education, science, or public service.
It is worth recalling that in June 2024, Ukrainian President Volodymyr Zelensky signed Bill No. 9432, which pertains to the application of the English language in Ukraine. This law establishes the status of the English language as one of the languages of international communication in Ukraine, highlighting the significance of English in contemporary society.
The document outlines the categories of positions for which candidates are required to possess English language skills and regulates the specifics of using the English language in the work of government bodies, local self-government, as well as in the fields of education, culture, transport, and healthcare. This reflects Ukraine's aspiration to integrate into the international arena and enhance the competitiveness of its professionals on the global stage.
